Cybersecurity In France written by Philippe Baumard and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-05-02 with Law categories.

This Brief presents the overarching framework in which each nation is developing its own cyber-security policy, and the unique position adopted by France. Modern informational crises have penetrated most societal arenas, from healthcare, politics, economics to the conduct of business and welfare. Witnessing a convergence between information warfare and the use of “fake news”, info-destabilization, cognitive warfare and cyberwar, this book brings a unique perspective on modern cyberwarfare campaigns, escalation and de-escalation of cyber-conflicts. As organizations are more and more dependent on information for the continuity and stability of their operations, they also become more vulnerable to cyber-destabilization, either genuine, or deliberate for the purpose of gaining geopolitical advantage, waging wars, conducting intellectual theft and a wide range of crimes. Subsequently, the regulation of cyberspace has grown into an international effort where public, private and sovereign interests often collide. By analyzing the particular case of France national strategy and capabilities, the authors investigate the difficulty of obtaining a global agreement on the regulation of cyber-warfare. A review of the motives for disagreement between parties suggests that the current regulation framework is not adapted to the current technological change in the cybersecurity domain. This book suggests a paradigm shift in handling and anchoring cyber-regulation into a new realm of behavioral and cognitive sciences, and their application to machine learning and cyber-defense.

Human And Organizational Factors In Nuclear Safety written by Gregory Rolina and has been published by CRC Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-08-30 with Science categories.

This book discusses the specifics of safety regulations regarding nuclear risk and how experts contribute to the safety of nuclear installations. Drawing on research conducted in collaboration with the French Institute for Radiological Protection and Nuclear Safety (IRSN), the ideas that are put forward rely on a review of the practices of specialists in human and organizational factors concerning nuclear safety. The author shows that the French approach depends on maintaining a technical dialogue between the regulatory authority (ASN), IRSN and nuclear operators. This method of risk management is known as "French cooking" in the Anglo-Saxon world, where a more formal regulatory approach is taken. This technical dialogue does however hold certain benefits, particularly in the field of human and organizational factors, where it allows an advancement of the state of knowledge, which remains incomplete. After the Fukushima accident, in the face of an ongoing European and global re-evaluation of the safety of nuclear power and alignment towards the Anglo-Saxon standard, the French cooking approach may yet be able to make a significant contribution. This work will be of interest to all involved in nuclear power engineering and in the field of risk management and nuclear safety. Includes a preface by Jacques Repussard, Director General, IRSN, France, and a postface by Erik Hollnagel, Professor, Institute of Regional Health Research, University of Southern Denmark / Chief Consultant, Centre for Quality, Region of Southern Denmark.

Ethics And Policies For Cyber Operations written by Mariarosaria Taddeo and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-12-01 with Philosophy categories.

This book presents 12 essays that focus on the analysis of the problems prompted by cyber operations (COs). It clarifies and discusses the ethical and regulatory problems raised by the deployment of cyber capabilities by a state’s army to inflict disruption or damage to an adversary’s targets in or through cyberspace. Written by world-leading philosophers, ethicists, policy-makers, and law and military experts, the essays cover such topics as the conceptual novelty of COs and the ethical problems that this engenders; the applicability of existing conceptual and regulatory frameworks to COs deployed in case of conflicts; the definition of deterrence strategies involving COs; and the analysis of models to foster cooperation in managing cyber crises. Each essay is an invited contribution or a revised version of a paper originally presented at the workshop on Ethics and Policies for Cyber Warfare, organized by the NATO Cooperative Cyber Defence Centre of Excellence in collaboration with the University of Oxford. The volume endorses a multi-disciplinary approach, as such it offers a comprehensive overview of the ethical, legal, and policy problems posed by COs and of the different approaches and methods that can be used to solve them. It will appeal to a wide readership, including ethicists, philosophers, military experts, strategy planners, and law- and policy-makers.

This open access book examines key aspects of international cooperation to enhance nuclear safety, security, safeguards, and non-proliferation, thereby assisting in development and maintenance of the verification regime and fostering progress toward a nuclear weapon-free world. The book opens by addressing important political, institutional, and legal dimensions. Current challenges are discussed and attempts made to identify possible solutions and future improvements. Subsequent sections consider scientific developments that have the potential to increase the effectiveness of implementation of international regimes, particularly in critical areas, technology foresight, and the ongoing evaluation of current capabilities. The closing sections examine scientific and technical challenges and discuss the role of international cooperation and actions of the scientific community in leading the world toward peace and security. The book – which celebrates 60 years of IAEA Atoms for Peace and Development and the EURATOM Treaty – comprises contributions presented at the XX Edoardo Amaldi Conference, where eminent scientists, diplomats, and policymakers were able to compare national perspectives and update international collaborations.

This volume provides an authoritative, cutting-edge resource on the characteristics of both technological and social change in warfare in the twenty-first century, and the challenges such change presents to international law. The character of contemporary warfare has recently undergone significant transformation in several important respects: the nature of the actors, the changing technological capabilities available to them, and the sites and spaces in which war is fought. These changes have augmented the phenomenon of non-obvious warfare, making understanding warfare one of the key challenges. Such developments have been accompanied by significant flux and uncertainty in the international legal sphere. This handbook brings together a unique blend of expertise, combining scholars and practitioners in science and technology, international law, strategy and policy, in order properly to understand and identify the chief characteristics and features of a range of innovative developments, means and processes in the context of obvious and non-obvious warfare. The handbook has six thematic sections: Law, war and technology Cyber warfare Autonomy, robotics and drones Synthetic biology New frontiers International perspectives. This interdisciplinary blend and the novel, rich and insightful contribution that it makes across various fields will make this volume a crucial research tool and guide for practitioners, scholars and students of war studies, security studies, technology and design, ethics, international relations and international law.

Military Doctrine written by Bert Chapman and has been published by Bloomsbury Publishing USA this book supported file pdf, txt, epub, kindle and other format this book has been release on 2009-09-03 with History categories.

This comprehensive volume provides a thorough overview of 20th- and 21st-century military doctrines worldwide. Military Doctrine: A Reference Handbook takes a thorough look at 20th- and 21st-century military doctrines around the world. It excerpts relevant English-language scholarly and governmental literature to paint a picture of how military doctrine has developed in recent history, what military doctrines are currently operating on the world stage, and where military doctrine is heading in the near future. The book casts a wide net, scanning the relevant government documents, international agreements, monographs, journals, conference papers, and Internet resources to present a thorough overview of the importance of military doctrine in today's highly unstable world. Because military institutions are important formulators of national military doctrine and not merely implementers, this book examines the roles played by military organizations around the world. With the proliferation of independent military scholars and the widespread influence of their work in the Internet age, the book also scans the "gray" literature and describes its effects on military doctrine.

Some Key Features include: How to better understand the convergence between Industrial Control Systems (ICS) and general IT systems Insight into educational needs and certifications How to conduct Risk and Vulnerability Assessments Descriptions and observations from malicious and unintentional ICS cyber incidents Recommendations for securing ICS
