This report is one in a series of three reports that collectively examine U.S. competition with the Soviet Union in computer technology and the military advantages that the United States may achieve by virtue of superior computer technology. The present status and expected future developments in computer technology in the two countries are compared. It is concluded that although the Soviet Union lags the United States by at least five years in the capability to manufacture integrated circuits, computer systems, storage devices, and peripheral equipment, the rate of development of Soviet computer technology is high and could be further accelerated by transfer to the Soviet Union of Western technology and know-how. The relationship between computer technology and military capabilities, and the exploitation of the U.S. advantage in computer technology are further explored in R-1643-PR and R-1644-PR.

This particular report presents a model for measuring the cost to both sides to realize in the future various U.S. to S.U. strategic power ratios, in terms of the percentages of strategic forces that would need to be modernized, given different relative military technology levels. A numerical run of the model shows that increases in the Soviet growth rate in computer technology beyond the historical rate can have significant implications for the required modernization of U.S. forces if a desired strategic power ratio is to be maintained.

The deterioration of detente in the wake of the ongoing Soviet arms build-up has sharply focused the East-West trade debate on the question of advanced technology transfer from the United States and its allies to the Soviet bloc. The transfer and acquisition of high technology have become central ingredients in super-power relations and are key elements of any national security policy. President Reagan, among others, has questioned the wisdom of the policies of the 1960s and early 1970s, when trade with the Soviet Union and Eastern Europe expanded rapidly. At recent industrial nation summits, conferees of Western countries agreed to high-level review of their East-West technology trade policies. But in light of the apparent West European commitment to continue and expand trade with the East, as exemplified by the Siberian gas pipeline project, and the growing U.S. opposition to such technology transfer, divisions between U.S. and Western trade policies toward the East are likely to become increasingly acute in the years ahead.
