Il diritto alla comunicazione Il 'diritto alla comunicazione' riguarda, in maniera esplicita, le politiche della comunicazione pubblica e costituisce un importante riferimento morale e legale, per proteggere lo spazio della libert� umana dalle politiche economiche neoliberali e dall'invasione di sistemi di comunicazione, controllati centralmente.Il diritto alla comunicazione si � diffuso dopo che l'idea di democrazia come societ� civile pubblica e deliberativa � entrata in crisi insieme al modello individualistico liberale della comunicazione pubblica, lasciando le societ� moderne senza una base per il raggiungimento di un reale consenso morale.Concettualmente, il 'diritto alla comunicazione' si colloca nel dibattito ideologico del ventesimo secolo sui diritti umani e sulla moralit� pubblica, richiamando la Dichiarazione delle Nazioni Unite sui Diritti Umani Universali del 1948, contro le ideologie totalitarie e oppressive e il "Rapporto della Commissione Internazionale per lo studio dei problemi della comunicazione", promosso dall' Unesco e noto come "Rapporto MacBride" (R.M.B.), dal nome del presidente della Commissione, Sean MacBride, gi� ministro degli Affari Esteri della Repubblica d'Irlanda e insignito del Premio Nobel (1974) e del Premio Lenin (1977) per la Pace. Nel capitolo sulla "Democratizzazione della Comunicazione" del "Rapporto MacBride", il diritto alla comunicazione supera quello di ricevere la comunicazione o di essere informati ed � descritto come un processo bidirezionale i cui agenti, sia individuali che collettivi, intrattengono un dialogo democratico ed equilibrato, essenziale per la trasformazione dei sistemi di comunicazione pubblica.Le Nazioni Unite hanno affidato all'Unesco il compito di monitorare lo stato del diritto di comunicazione nel mondo e di promuovere le condizioni per farlo rispettare. Per garantire una maggiore equit� nella comunicazione, a livello mondiale, sono stati organizzati alcuni convegni internazionali, tra i quali, la Conferenza Intergovernativa sulle politiche della comunicazione, tenuta nel 1976, in America Latina; nel 1979 a Kuala Lumpur per l'Asia e l'Oceania, e nel 1981 per l'Africa a Abijan. Durante queste conferenze, sono state sollevate alcune questioni fondamentali riguardanti le istituzioni economiche e politiche internazionali.
