La documentacion y analisis sobre las Comunidades de Paz se soportaron en la informacion suministrada en los Talleres I, II y III efectuados con miembros de estas experiencias, en los cuales se empleo una metodologia orientada a posibilitar la reconstruccion de la historia por parte de sus protagonistas. La documentacion del proceso de neutralidad activa de la Organizacion Indigena de Antioquia se realizo mediante ocho entrevistas institucionales y personales en profundidad, realizadas en Medellin, Bogota y Turbo entre los meses de enero y marzo del presente ano. Por conflicto armado interno o no internacional se entiende aquellas situaciones en la que hay hostilidades evidentes entre fuerzas armadas o grupos armados organizados dentro del territorio de un Estado. En el caso colombiano el conflicto armado interno esta directamente relacionado con la violencia politica. Se entendera por Violencia Politica aquella ejercida como medio de lucha politico-social, ya sea con el fin de mantener, de modificar, de substituir o de destruir un modelo de Estado o de sociedad; o tambien de reprimir a un grupo humano con identidad dentro de la sociedad por su afinidad social, politica, gremial, etnica, racial, religiosa, cultural o ideologica, este o no organizado. El conflicto armado interno en Colombia es una de las expresiones de la violencia politica y en este sentido materializa una tradicion de luchas tanto para alcanzar la plena participacion social y politica ... Most recent works about the efforts of local communities caught up in a civil war have focused on their efforts to remain places of security and safety from the violence that surrounds them—neutral peace communities or zones. This book, in contrast, focuses on local peace communities facing new challenges and opportunities once a peace agreement has been signed at the national level, such as those in South Africa, the Philippines, Burundi, East Timor, Sierra Leone, and the present peace process in Colombia between the FARC and the Colombian Government. The communities’ task is to make a stable and durable peace in the aftermath of a violent civil war and a deal on which local people have usually had little or no influence. Such agreements seek to involve them in both short and longer term peace-building, and expect local communities to cope with problems of armed ex-combatants, IDPs and refugees, law and order in the absence of much state presence, high unemployment and the need for widespread and massive reconstruction of physical infrastructure damaged or destroyed during the war. How local communities have coped with the demands of “peace” is thus the theme that runs through each of these individual chapters, written by authors with direct experience of grassroots communities struggling with such “problems of peace.” ​

For more than fifty years, the United States supported the Colombian military in a war that cost over 200,000 lives. During a single period of heightened U.S. assistance known as Plan Colombia, the Colombian military killed more than 5,000 civilians. In Plan Colombia John Lindsay-Poland narrates a 2005 massacre in the San José de Apartadó Peace Community and the subsequent investigation, official cover-up, and response from the international community. He examines how the multibillion-dollar U.S. military aid and official indifference contributed to the Colombian military's atrocities. Drawing on his human rights activism and interviews with military officers, community members, and human rights defenders, Lindsay-Poland describes grassroots initiatives in Colombia and the United States that resisted militarized policy and created alternatives to war. Although they had few resources, these initiatives offered models for constructing just and peaceful relationships between the United States and other nations. Yet, despite the civilian death toll and documented atrocities, Washington, DC, considered Plan Colombia's counterinsurgency campaign to be so successful that it became the dominant blueprint for U.S. military intervention around the world.
