Since the Cold War and beyond the Zeitenwende, Germany has increasingly come to rely on its navy as an instrument of foreign policy. The German Navy supports comprehensive maritime security and ocean governance, and its missions not only reflect its own evolution, but also change within Germany. This is a marked shift for the ‘continental power’ Germany and forms a substantial component of its much broader ‘maritime turn’ in the 21st century. Changes in strategic context, new security challenges and Germany’s evolving international role after reunification have altered the perception of the navy’s utility. Its share in the Bundeswehr’s personnel has grown and the navy has seen proportionally higher investment – or relatively less cuts owing to the post-Cold War 'peace dividend' – than either army or airforce. The author shows, that the navy has markedly changed and become increasingly useful for Germany’s foreign policy – something which, in the stormy seas of geopolitical escalation of the Zeitenwende, has already paid dividends.

This book examines the evolution of China’s maritime security strategy, and questions what has made China shift from a constrained to a more assertive strategy. Historically, China has not been an active player in maritime security, but in recent years Beijing has begun to pursue policies and measures to safeguard its maritime rights and interests in the Indo-Pacific region. This growing influence in the region has become a concern for other countries about what kind of sea power China is developing. This book seeks to address this concern by providing an overview of the development of China’s maritime security strategy from the era of Deng Xiaoping to Xi Jinping. It suggests that while the involvement of maritime actors and the development of naval capability have provided the depth to the strategy, the national strategic guidelines from each generation of Chinese leadership have determined the overall direction of the maritime security strategy. After 40 years of development, China has established a set of priorities for its maritime agenda: territorial integrity is at the top, followed by development, and then regional and international maritime cooperation. These findings help us to understand China’s multidimensional maritime power as being both assertive and cooperative. Marked changes in the balance of power between states in the international system are generally seen by IR scholars as among the most common causes of war. This book explains why such power shifts lead to war breaking out in some cases, but not in others. In contrast to existing approaches, this book argues that the military strategy of declining states is the key determinant of whether power shifts result in war or pass peacefully. More specifically, Dong Sun Lee argues that the probability of war is primarily a function of whether a declining state possesses a ‘manoeuvre strategy’ or an ‘attrition strategy’. The argument is developed through the investigation of fourteen power shifts among great powers over the past two centuries. Shifts in the balance of power and the attendant risks of war remain an enduring feature of international politics. This book argues that policymakers need to understand the factors influencing the risk of war as a result of these changes, in particular the contemporary shifts in power resulting from the rise of China and from the growth of nuclear proliferation.
