Cette analyse comparée des politiques de conciliation entre vie familiale et vie professionnelle en Europe retrace les conditions de genèse et d'institutionnalisation d'une action publique à ce sujet en France, en Suède et au Royaume-Uni depuis le début du 20ème siècle et dans les années 1960/1970 avant d'interroger leur évolution depuis les années 1990 à aujourd’hui. Focalisant sous quelles formes et par quelles justifications les pouvoirs publics dans les trois pays ont décidé d'intervenir pour organiser des services d'accueil des jeunes enfants et des dispositifs de congé parental, l'analyse insiste initialement sur les différences qui marquent historiquement ces politiques. Elle met ensuite en visibilité une série des changements graduels récents agencés dans les trois cas autour de deux axes communs : un processus de « défamilialisation » d'un côté, combinant une prise en charge étatique accentuée de la petite enfance et une diversité croissante des services. Un processus de « parentalisation » de l'autre côté, traduit par une orientation publique du travail familial visant à favoriser à la fois une plus grande participation professionnelle des parents et une implication parentale plus égalitaire au sein du foyer. Cette re-définition similaire des frontières entre public et privé dans les trois cas laisse voir une tendance à la convergence articulée autour d'une nouvelle conception des rapports de genre. Mise en perspective avec l'intervention accrue des instances communautaires dans ce domaine, cette convergence atteste de l'imbrication croissante des politiques publiques européennes, révélant un cas où l'influence de l'Europe ne peut être ni prouvée, ni écartée.

No society can escape population ageing. This demographic phenomenon has profound social consequences on the lifestyles of individuals and societies. In the light of the accelerated ageing of the Mediterranean area, the analyses which inform this work aim to understand how the age-related policies of Nation-States are partly responsible for the behaviours of the generations. They also highlight how the lifestyle changes are the result of trends which are common to these societies. The Mediterranean area constructed here by the researchers offers an in-depth reflection on the national cases presented, in terms of their specificities or societal singularities, as well as of their dynamics of convergence.
