The company's response may be in the form of jobs brought to the region, development, infrastructure improvements, and more. In opposition to the proposed operation, some aspects of the community might look for additional justification that demonstrates more long-term economic impact beyond the incentives received. In order to demonstrate the net positive effect that the operation will have on the region, the organization might provide an economic impact analysis. It is in this context that the authors conducted an economic impact study of a petrochemical facility. In this case, we illustrate how to model an impact study and how to take into consideration unexpected changes to model the economic impact. Of particular interest is how to take into consideration major impacts, such as the COVID-19 pandemic, to model economic impact.

This case study provides an overview of issues commonly confronted when conducting an economic impact study. Economic impact studies are an excellent opportunity for students to apply various aspects of their economics education. Students studying economics have been primed to think about multiplier effects from economic shocks, whether the shock is a tax cut or an increase in trade. This theoretical foundation can be applied to the Bureau of Economic Analysis's (BEA) RIMS II multipliers to conduct an original economic impact study. For reasons outlined in this case study, the BEA's multipliers provide the perfect introduction to economic impact studies. By combining their understanding of multiplier effects with data related to a particular economic activity, students can conduct their own economic impact study. This case study is based on an economic impact study conducted for a hospital. We will discuss key methodological decisions, potential challenges and pitfalls to be aware of, and ways in which one might conduct their own economic impact study in their community.
