The agenda of external actors often includes a number of objectives that do not necessarily and automatically go together. Fostering security and stability in semi-authoritarian regimes collides with policies aimed at the support of processes of democratization prone to conflict and destabilization. Meanwhile, the promotion of national self-determination and political empowerment might lead to forms of democracy, partially incompatible with liberal understandings. These conflicting objectives are often problematized as challenges to the effectiveness of international democracy promotion. This book presents systematic research about their emergence and effects. The contributing authors investigate (post-) conflict societies, developing countries, and authoritarian regimes in Southeast Europe, Latin America, Africa, and Asia. They identify the socio-economic and political conditions in the recipient country, the interaction between international and local actors, and the capacity of international and local actors as relevant for explaining the emergence of conflicting objectives. And they empirically show that faced with conflicting objectives donors either use a ‘wait and see’-approach (i.e. not to act to overcome such conflicts), they prioritize security, state-building and development over democracy, or they compromise democracy promotion with other goals. However, convincing strategies for dealing with such conflicts still need to be devised. This book was published as a special issue of Democratization.

This book investigates US foreign policy and tests the hypothesis that transition-inspired democracy promotion will successfully establish liberal democracy around the world, and thus fulfil the aims of the American mission and its application of the democratic peace. It features two detailed case studies exploring political liberalization in Bosnia and Afghanistan, and suggests that the conclusions are applicable to other cases by highlighting the US mission in Iraq. The author critically examines US foreign policy in a theoretical and historical context, focusing on the United States Agency for International Development’s (USAID) democracy assistance. It demonstrates that if liberal democracy is the end-goal of USAID’s strategy then the theoretical and practical limitations of transition-inspired assistance will impede the attainment of this goal. In examining US democracy promotion in Bosnia, Afghanistan and Iraq during the Clinton and Bush administrations, the book concludes by considering its future during the Obama administration. Though scholarly attention to democracy promotion is increasing, there is still little comparative and theoretically-based work on the protagonists of democracy promotion. This book investigates the motives that drive democracy promotion in a comparative and theoretically oriented manner, exploring how democracy promoters deal with conflicting objectives and the factors that shape their behaviour. It also addresses the more policy-oriented debate on the contemporary challenges to democracy promotion, focusing on US and German policies towards three kinds of challenges: the emergence of ‘radical’ leftist governments in Bolivia and Ecuador, the political rise of Islamist movements in Turkey and Pakistan, and the consolidation of (semi-)authoritarian rule in Belarus and Russia. In each case, North-Western democracy promoters have been confronted with serious conflicts of objectives between security, economic interests and democracy promotion. The analysis and comparison of such situations in which democracy promoters have to deal with competing objectives and make tough decisions provides powerful evidence as to the factors that shape democracy promotion. This book explores the often assumed but so far not examined proposition that a particular U.S. culture influences U.S. foreign policy behavior or, more concretely, that widely shared basic assumptions embraced by members of the U.S. administration have a notable impact on foreign policy-making. Publicly professed beliefs regarding America’s role in the world and about democracy’s universal appeal – despite much contestation – go to the heart of U.S. national identity. Employing extensive foreign policy text analysis as well as using the case study of U.S.-Egyptian bilateral relations during the Clinton, Bush junior, and Obama administrations, it shows that basic assumptions matter in U.S. democracy promotion in general, and the book operationalizes them in detail as well as employs qualitative content analysis to assess their validity and variation. This book examines Western efforts at democracy promotion, reactions by illiberal challengers and regional powers, and political and societal conditions in target states. It is argued that Western powers are not unequivocally committed to the promotion of democracy and human rights, while non-democratic regional powers cannot simply be described as "autocracy supporters". This volume examines in detail the challenges by three illiberal regional powers — China, Russia and Saudi Arabia — to Western (US and EU) efforts at democracy promotion. The contributions specifically analyze their actions in Ethiopia and Angola in the case of China, Georgia and Ukraine in the case of Russia, and Tunisia in the case of Saudi Arabia. Democratic powers such as the US or the EU usually prefer stability over human rights and democracy. If democratic movements threaten stability in a region, neither the US nor the EU supports them. As to illiberal powers, they are generally not that different from their democratic counterparts. They also prefer stability over turmoil. Neither Russia nor China nor Saudi Arabia explicitly promote autocracy. Instead, they seek to suppress democratic movements in their periphery the minute these groups threaten their security interests or are perceived to endanger their regime survival. This volume examines the promotion and defense of democracy in the Americas. Taking the Inter-American Democratic Charter (IADC) of 2001 as a baseline, it charts the evolution of the issue over the past decade. Although it considers historical antecedents, the main focus of the book is on key instances of promotion and defense of democracy in the Western hemisphere since the adoption of the IADC. It analyzes democratic norms, norm enforcement mechanisms and how they work in practice. Special attention is paid to the 2009 Honduras coup, the issues raised by it and the debates that surrounded it, as this was the first instance in which a member state was suspended in accordance with the IADC. Three central themes guide the analysis: the nature of challenges to democracy in Latin America; the role of regional organizations as democracy promoters; and the transformation of Inter-American relations. The book unveils the key achievements and limitations of the OAS in the field and will be of great interest to students and scholars of democratization, US-Latin American relations, international relations of Latin-America and international organizations.
