Today 700 million Chinese citizens—more than fifty-four percent of the population—live in cities. The mass migration of rural populations to urban centers increased rapidly following economic reforms of the 1990s, and serious problems such as overcrowding, lack of health services, and substandard housing have arisen in these areas since. China's urban citizens have taken to the courts for redress and fought battles over failed urban renewal projects, denial of civil rights, corruption, and abuse of power. In Power versus Law in Modern China, Qiang Fang and Xiaobing Li examine four important legal cases that took place from 1995 to 2013 in the major cities of Wuhan, Xuzhou, Shanghai, and Chongqing. In these cases, citizens protested demolition of property, as well as corruption among city officials, developers, and landlords; but were repeatedly denied protection or compensation from the courts. Fang and Li explore how new interest groups comprised of entrepreneurs and Chinese graduates of Western universities have collaborated with the CCP-controlled local governments to create new power bases in cities. Drawing on newly available official sources, private collections, and interviews with Chinese administrators, judges, litigants, petitioners, and legal experts, this interdisciplinary analysis reveals the powerful and privileged will most likely continue to exploit the legal asymmetry that exists between the courts and citizens.

International media regularly features horrific stories about Chinese orphanages, especially when debating international adoption and human rights. Much of the popular information is dated and ill-informed about the experiences of most orphans in China today, Chinese government policy, and improvements evident in parts of China. Informal kinship care is the most common support for the orphaned children. The state supports orphans and abandoned children whose parents and relatives cannot be found or contacted. The book explores concrete examples about the changing experiences and future directions of Chinese child welfare policy. It is about the support to disadvantaged children, including abandoned children in the care of the state, most of whom have disabilities; HIV affected children; and orphans in kinship care. It identifies how many orphans are in China, how they are supported, the extent to which their rights are met, and what efforts are made to improve their rights and welfare provision. When our research about Chinese orphans started in 2001, these children were almost entirely voiceless. Since then, the Chinese government has committed to improving child welfare. We argue that a mixed welfare system, in which state provision supplements family and community care, is an effective direction to improve support for orphaned children. Government needs to take responsibility to guarantee orphans’ rights as children, and support family networks to provide care so that children can grow up in their own communities. The book contributes to academic and policy understanding of the steps that have been taken and are still required to achieve the goal of a child welfare system in China that meets the rights of orphans to live and thrive with other children in a family.

In 21st-Century Statecraft, Professor Nayef Al-Rodhan proposes five innovative statecraft concepts. He makes the case for a new method of geopolitical analysis called 'meta-geopolitics', and for 'dignity-based governance'. He shows how, in an interdependent and interconnected world, traditional thinking must move beyond zero-sum games and focus on 'multi-sum and symbiotic realist' interstate relations. This requires a new paradigm of global security premised on five dimensions of security, and a new concept of power, 'just power', which highlights the centrality of justice to state interests. These concepts enable states to balance competing interests and work towards what the author calls 'reconciliation statecraft'. Throughout, Professor Al-Rodhan brings his philosophical and neuroscientific expertise to bear, providing a practical model for conducting statecraft in a sustainable way.

Human rights have transformed the way in which we conceive the place of the individual within the community and in relation to the state in a vast array of disciplines, including law, philosophy, politics, sociology, geography. The published output on human rights over the last five decades has been enormous, but has remained tightly bound to a notion of human rights as dialectically linking the individual and the state. Because of human rights’ dogged focus on the state and its actions, they have very seldom attracted the attention of legal pluralists. Indeed, some may have viewed the two as simply incompatible or relating to wholly distinct phenomena. The American welfare state has long been a source of political contention and academic debate. This Oxford Handbook pulls together much of our current knowledge about the origins, development, functions, and challenges of American social policy. After the Introduction, the first substantive part of the handbook offers an historical overview of U.S. social policy from the colonial era to the present. This is followed by a set of chapters on different theoretical perspectives available for understanding and explaining the development of U.S. social policy. The three following parts of the volume focus on concrete social programs for the elderly, the poor and near-poor, the disabled, and workers and families. Policy areas covered include health care, pensions, food assistance, housing, unemployment benefits, disability benefits, workers' compensation, family support, and programs for soldiers and veterans. The final part of the book focuses on some of the consequences of the U.S. welfare state for poverty, inequality, and citizenship. Many of the chapters comprising this handbook emphasize the disjointed patterns of policy making inherent to U.S. policymaking and the public-private mix of social provision in which the government helps certain groups of citizens directly (e.g., social insurance) or indirectly (e.g., tax expenditures, regulations).
