The assumption that the penalty for being early is less than that for being late was put forward by Vickrey (1963) who analyzed how commuters compare penalties in the form of schedule delay (due to peak hour congestion), against penalties in the form of reaching their destination (ahead or behind their desired time of arrival). This assumption has been tested by many researchers since then for various applications, especially in modeling congestion pricing (Arnott et al., 1990) where it is critical to understand the tradeoff between schedule delay and travel delay. Key findings are summarized in the second section of this paper. This research aims to test this hypothesis of earliness being less expensive than lateness using empirical data at different levels and across different regions. New methods to estimate the ratio of earliness to lateness for different types of datasets are developed, which could be used by agencies to implement control policies like congestion pricing or other schemes more accurately. Travel survey data from metropolitan areas provide individual travel patterns while loop detector data provide link level traffic flow data. The remainder of the paper is or oanized as follows: following a brief literature review, the next section provides a description of the theoretical model utilized in this paper. The next two sections describe the methodologies used to test the earliness over lateness hypothesis from travel survey data and loop detector data. The final section of the paper will provide a discussion of the findings and implications of the study.

In studying congestion tolling, it is important to account for heterogeneity in preferences of drivers, as ignoring it can bias the welfare gains. We analyse the effects of tolling, in the bottleneck model, with continuous heterogeneity in the value of time and schedule delay. The welfare gain of a time-variant toll increases with heterogeneity in the value of schedule delay. With heterogeneity, tolling makes the arrival ordering more efficient, and this lowers scheduling costs. If there is not much more heterogeneity in the value of time than in the value of schedule delay, then first-best tolling decreases the generalised price for most users. In our model, first-best tolling is not most detrimental for the lowest values of time and schedule delay: it raises prices more for users with an average value of schedule delay and a slightly larger value of time. Further, the lowest values of time are among those who gain most from a public pay-lane.

This study examines hub-carrier scheduling and hub-airport congestion pricing using a simple hub-spoke network model incorporating both schedule delays and congestion delays. We find that in the short-middle run, where aircraft size is given exogenously, hub-airport congestion tolls are not needed at the social optimum if the (negative) congestion delay effect is more or less offset by the (positive) schedule delay effect. In the long run, where aircraft size is decided endogenously, at the social optimum, it is not necessary to impose congestion tolls via a per-flight charge or via per-passenger charges. This is in stark contrast to the results of existing literature. Interestingly, we further find that when the per-flight charge is weight related, a profit-maximizing (privatized) hub airport imposes schedule and congestion delay costs via per-flight charges, but there are no delay cost terms in the private optimal per-passenger charges. However, when the per-flight charge is movement related, it imposes schedule and congestion delay costs via both per-flight charges and per-passenger charges. These “private” optimal congestion-pricing rules provide useful insights into privatized, or profit-maximizing/emphasizing, hub airports.

A deterministic model was developed to study the effects of inefficient scheduling on flight delays at hub airports. The model bases the delay calculation on published schedule data and on user-defined airport capacities. Data from the Official Airline Guide of May, 1977 and May, 1985 was used for the analysis. Twelve large airports were studied in the hopes of finding a correlation between airport delay due to congestion and hubs. Data for both time periods was analyzed for the twelve airports in order to find historical trends in the growth of hubbing. Among the airports studied, those that were hubs had significantly more delays due to inefficient scheduling than the non-hubs, even for an equivalent number of operations. Also, these relative inefficiencies were shown to exist from hub to hub. Delays at hubs of similar size differed by up to 200 percent.
