Over time, the number and variety of ethnic groups have grown, and foreign governments have increasingly turned to professional lobbyists rather than relying on their diplomatic corps to cultivate relationships with Congress. The case studies presented here examine this new lobbying environment by focusing on Jewish American, Muslim American, and Cuban American interest groups as well as lobbying efforts by the governments of Turkey, Armenia, Mexico, and others. They explore the strategies, tactics, and resources utilized to impact policymaking. Thurber is University Distinguished Professor of Government at American University and the editor of many books, including (with Jordan Tama) Rivals for Power, Sixth Edition: Presidential-Congressional Relations. Colton C. Campbell is Professor of National Security Strategy at the National War College. His many books include Congress and Civil-Military Relations (coedited with David P. Auerswald). David A. Dulio is Professor of Political Science at Oakland University and the author of many books, including For Better or Worse? As a nation of immigrants, the United States has long accepted that citizens who identify with an ancestral homeland may hold dual loyalties; yet Americans have at times regarded the persistence of foreign ties with suspicion, seeing them as a sign of potential disloyalty and a threat to national security. Diaspora Lobbies and the US Government brings together a group of distinguished scholars of international politics and international migration to examine this contradiction in the realm of American policy making, ultimately concluding that the relationship between diaspora groups and the government can greatly affect foreign policy. This relationship is not unidirectional—as much as immigrants make an effort to shape foreign policy, government legislators and administrators also seek to enlist them in furthering American interests. In the past few decades, and across disparate geographical contexts, states have adopted policies and initiatives aimed at institutionalizing relationships with "their" diasporas. These practices, which range from creating new ministries to granting dual citizenship, are aimed at integrating diasporas as part of a larger "global" nation that is connected to, and has claims on the institutional structures of the home state. Although links, both formal and informal, between diasporas and their presumptive homelands have existed in the past, the recent developments constitute a far more widespread and qualitatively different phenomenon. In this book, Latha Varadarajan theorizes this novel and largely overlooked trend by introducing the concept of the "domestic abroad." Varadarajan demonstrates that the remapping of the imagined boundaries of the nation, the visible surface of the phenomenon, is intrinsically connected to the political-economic transformation of the state that is typically characterized as "neoliberalism." The domestic abroad must therefore be understood as the product of two simultaneous, on-going processes: the diasporic re-imagining of the nation and the neoliberal restructuring of the state. The argument unfolds through a historically nuanced study of the production of the domestic abroad in India. The book traces the complex history and explains the political logic of the remarkable transition from the Indian state's guarded indifference toward its diaspora in the period after independence, to its current celebrations of the "global Indian nation." In doing so, The Domestic Abroad reveals the manner in which the boundaries of the nation and the extent of the authority of the state, in India and elsewhere, are dynamically shaped by the development of capitalist social relations on both global and national scales.

A recent high-profile event was the fourth annual Congress of Indonesian Diasporas that took place in Jakarta on 1 July 2017. Opened by former U.S. President Barack Obama, the event was intended to draw the Indonesian public's attention towards the contributions of Indonesian diaspora communities abroad. Current estimates put the number of overseas Indonesians at up to 8 million people worldwide. Members of the Indonesian diaspora are lobbying for legislative amendments, including dual citizenship, parliamentary representation, property ownership rights, and constitutional recognition. There are plans to set up a separate governmental office for diaspora affairs. Presidential Regulation Number 76/2017 also put into law the "Diaspora Card" that will provide Indonesians abroad with special entitlements such as long-term visas and property ownership rights. The Indonesian government needs to take the potential of its diaspora seriously in order to harness their enormous capital and skills contribution
