The symbolic importance of Barack Obama's election is without question. But beyond symbolism, does the election of African-American politicians matter? Grose argues that it does and presents a unified theory of representation. Electing African-American legislators yields more federal dollars and congressional attention directed toward African-American voters. However, race and affirmative action gerrymandering have no impact on public policy passed in Congress. Grose is the first to examine a natural experiment and exceptional moment in history in which black legislators – especially in the U.S. South – represented districts with a majority of white constituents. This is the first systematic examination of the effect of a legislator's race above and beyond the effect of constituency racial characteristics. Grose offers policy prescriptions, including the suggestion that voting rights advocates, the courts, and redistricters draw 'black decisive districts', electorally competitive districts that are likely to elect African Americans.

This examination of the causes, severity, and implications of racially stereotyped media coverage of Congress incorporates original analysis of congressional media coverage and interviews with congressional press staff. The news media often portray African-American members as being primarily interested in race, overly concerned with local matters, and wielding little legislative influence. By contrast, the images African-American members attempt to project of themselves are more complex and comprehensive than the images the media communicate. The authors offer a psychological explanation for this phenomenon, the Distribution Effect, in which those who are numerically rare in an occupation tend to be lumped together rather than treated as individuals. Their findings suggest that it is the media, rather than members of Congress, who are responsible for the racialized images that appear regularly in the press. This results in an advantage for white incumbents trying to attract votes but presents an obstacle to be overcome for African-American politicians. This study will appeal to political science, media studies, and racial studies scholars. It incorporates content analysis of the newest forum of communication, congressional Internet web sites, to disclose how white and African-American representatives in fact have similar media priorities.

Seattle was a very different city in 1960 than it is today. There were no black bus drivers, sales clerks, or bank tellers. Black children rarely attended the same schools as white children. And few black people lived outside of the Central District. In 1960, Seattle was effectively a segregated town. Energized by the national civil rights movement, an interracial group of Seattle residents joined together to form the Seattle chapter of the Congress of Racial Equality (CORE). Operational from 1961 through 1968, CORE had a brief but powerful effect on Seattle. The chapter began by challenging one of the more blatant forms of discrimination in the city, local supermarkets. Located within the black community and dependent on black customers, these supermarkets refused to hire black employees. CORE took the supermarkets to task by organizing hundreds of volunteers into shifts of continuous picketers until stores desegregated their staffs. From this initial effort CORE, in partnership with the NAACP and other groups, launched campaigns to increase employment and housing opportunities for black Seattleites, and to address racial inequalities in Seattle public schools. The members of Seattle CORE were committed to transforming Seattle into a more integrated and just society. Seattle was one of more than one hundred cities to support an active CORE chapter. Seattle in Black and White tells the local, Seattle story about this national movement. Authored by four active members of Seattle CORE, this book not only recounts the actions of Seattle CORE but, through their memories, also captures the emotion and intensity of this pivotal and highly charged time in America’s history. Here, Katherine Tate examines the significance of race in the U.S. system of representative democracy for African Americans. Presenting important new findings, she offers the first empirical study to take up the question of representation from both sides of the constituent-representative relationship. The first half of the book examines whether black members of the U.S. House legislate and represent their constituents differently than white members do. Representation is broadly conceptualized to include not only legislators' roll call voting behavior and bill sponsorship, but also the symbolic acts in which they engage. The second half looks at the issue of representation from the perspective of ordinary African Americans based on a landmark national survey. Tate's findings are mixed. But, in the main, legislators' race does shape how they represent their constituents and how constituents evaluate them. African Americans view black representatives more positively than they do white representatives, even those who belong to their own political party. Black legislators, however, are just as likely as white representatives to sponsor and gain passage of bills in the House. Tate also concludes that black House members are more liberal as a group than are their black constituents, but that there is considerable divergence in the quality and type of representation they provide. The findings reported here will generate controversy in the fields of politics, law, and race, particularly as debate commences over renewing the Voting Rights Act, which is set to expire in 2007.

A study of the most racially conscious aspect of the Conservative movement and its impact on politics and current public policy. The rise of the Conservative movement in the United States over the last two decades is evident in current public policy, including the passage of the Welfare Reform Act, the weakening of affirmative action, and the approval of educational vouchers for private schooling. At the same time, new rules on congressional redistricting prohibit legislators from constructing majority black congressional districts, and blacks continue to suffer disproportionate rates of incarceration and death-penalty sentencing. In this significant new study, the distinguished political scientist Ronald W. Walters argues that the Conservative movement during this period has had an inordinate impact on American governing institutions and that a strong, though very often unstated, racial hostility drives the public policies put forth by Conservative politicians. Walters traces the emergence of what he calls a new White Nationalism, showing how it fuels the Conservative movement, invades the public discourse, and generates policies that protect the interests of white voters at the expense of blacks and other nonwhites. Using historical and contemporary examples of White Nationalist policy, as well as empirical public opinion data, Walters demonstrates the degree to which this ideology exists among white voters and the negative impact of its policies on the black community.
