The development of modern military conscription systems is usually seen as a response to countries' security needs, and as reflection of national political ideologies like civic republicanism or democratic egalitarianism. This study of conscription politics in France and the United States in the first half of the twentieth century challenges such common sense interpretations. Instead, it shows how despite institutional and ideological differences, both countries implemented conscription systems shaped by political and military leaders' concerns about how taking ordinary family men for military service would affect men's presumed positions as heads of families, especially as breadwinners and figures of paternal authority. The first of its kind, this carefully researched book combines an ambitious range of scholarly traditions and offers an original comparison of how protection of men's household authority affected one of the paradigmatic institutions of modern states.

"Individual liberty is ingrained in American culture. Yet, in contrast to this cherished ideal, American men were inducted into military service under a system that flourished for more than twenty years before its rationalization was seriously questioned by more than a small minority of citizens." "Analyzing this paradox, George Flynn provides the first comprehensive look at an institution that managed to sustain political and public favor through two wars before dying out under a barrage of protests during a third. Placing the American draft within a historical context, he shows how social and political considerations determined the character of conscription in the United States." "The draft developed as it did, he argues, not mainly because of military needs or strategy, but because of political decisions initiated by civilians with nonmilitary agendas. Explaining why the draft remained relatively immune to political criticism prior to the Vietnam conflict, Flynn chronicles the draft's military and strategic successes and failures in America's mid-century wars. He shows how major institutions and lobbies representing science, education, and various professions and religions influenced it and how, ultimately and ironically, the selective character of the draft eventually made the system inequitable and helped cause its downfall."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. This book focuses on military conscription in 22 countries that represent the world's regions. The purpose is to shed light on the history, politics, and main events that led to the choice of conscription or professional military forces in the countries under study. While we acknowledge that practical and technological developments played major roles in this choice, we also understand that racial and gender relations, social group and political regime dynamics, regional influences, and international forces also affected military composition and relations to the rest of the society. Through this review, we aim at providing an easy-to-access source of knowledge about military mobilization policies and historical developments as well as the main ideas, politics, and events that shaped them. Through this review, we offer a glimpse on developments that influenced societies and political systems and were reflected in their militaries.

Conscription, Conscientious Objection, and Draft Resistance in American History is the definitive history of conscription in America. It is the first book ever to consider the entire temporal sweep of conscription from pre-Revolutionary War colonial militia drafts through the end of the Vietnam era. Each chapter contains an examination of that era's draft law, the actual workings of the conscription machinery, and relevant court decisions that shaped the draft in practice. In addition, the book describes the popular opposition to conscription: organized and unorganized, violent and nonviolent, public and clandestine, legal and illegal. Using sources never before utilized by historians, including government documents obtained in Freedom of Information Act requests, the book demonstrates how anti-conscription sentiment has been far deeper than is popularly appreciated.
