How should the war on drugs be fought? Everyone seems to agree that the United States ought to use a combination of several different approaches to combat the destructive effects of illegal drug use. Yet there is a remarkable paucity of data and research information that policy makers require if they are to create a useful, realistic policy package-details about drug use, drug market economics, and perhaps most importantly the impact of drug enforcement activities. Informing America's Policy on Illegal Drugs recommends ways to close these gaps in our understanding-by obtaining the necessary data on drug prices and consumption (quantity in addition to frequency); upgrading federal management of drug statistics; and improving our evaluation of prevention, interdiction, enforcement, and treatment efforts. The committee reviews what we do and do not know about illegal drugs and how data are assembled and used by federal agencies. The book explores the data and research information needed to support strong drug policy analysis, describes the best methods to use, explains how to avoid misleading conclusions, and outlines strategies for increasing access to data. Informing America's Policy on Illegal Drugs also discusses how researchers can incorporate randomization into studies of drug treatment and how state and local agencies can compare alternative approaches to drug enforcement. Charting a course toward a better-informed illegal drugs policy, this book will be important to federal and state policy makers, regulators, researchers, program administrators, enforcement officials, journalists, and advocates concerned about illegal drug use.

The story of America’s first Mental Health Court as told by its presiding judge, Judge Ginger Lerner-Wren—from its inception in 1997 to its implementation in over 400 courts across the nation As a young legal advocate, Ginger Lerner-Wren bore witness to the consequences of an underdeveloped mental health care infrastructure. Unable to do more than offer guidance, she watched families being torn apart as client after client was ensnared in the criminal system for crimes committed as a result of addiction, homelessness, and mental illness. She soon learned this was a far-reaching crisis—estimates show that in forty-four states, jails and prisons house ten times more people with serious mental illnesses than state psychiatric hospitals. In A Court of Refuge, Judge Ginger Lerner-Wren tells the story of how the first dedicated mental health court in the United States grew from an offshoot of her criminal division, held during lunch hour without the aid of any federal funding, to a revolutionary institution. Of the two hundred thousand people behind bars at the court’s inception in 1997, more than one in ten were known to have schizophrenia, bipolar disorder, or major depression. To date, the court has successfully diverted more than twenty thousand people suffering from various psychiatric conditions from jail and into treatment facilities and other community resources. Working under the theoretical framework of therapeutic jurisprudence, Judge Lerner-Wren and her growing network of fierce, determined advocates, families, and supporters sparked a national movement to conceptualize courts as a place of healing. Today, there are hundreds of such courts in the US. Poignant and compassionately written, A Court of Refuge demonstrates both the potential relief mental health courts can provide to underserved communities and their limitations in a system in dire need of vast overhauls of the policies that got us here. Lerner-Wren presents a refreshing possibility for a future in which criminal justice and mental health care can work in tandem to address this vexing human rights issue—and to change our attitudes about mental illness as a whole.

Where Are All The Young Men And Women Of Color written by Melvin Delgado and has been published by Columbia University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2001-09-26 with Social Science categories.

When it comes to social work practice in community outreach programs, in juvenile detention centres, in prisons, in parole and probation programs, and in the inner cities, Melvin Delgado asks the question: Where are all the young men and women of color? Although many urban residents, especially persons of color, are or have been involved in the juvenile and/or criminal justice system, the topic of criminal offenders and ex-offenders has been much neglected by the human services literature. This book stands as the only work to discuss correctional supervision and the needs of individuals in a nonprescriptive manner, marking a shift toward a capacity enhancement, or strengths perspective, approach— specifically what are the strengths of individuals and how can they capitalize on them? Delgado includes a section of reflections from the field that applies capacity enhancement principles and methods to case studies.
