During the Peninsular War, Wellington's army stormed and sacked three French-held Spanish towns: Ciudad Rodrigo (1812), Badajoz (1812) and San Sebastian (1813). Storm and Sack is the first major study of British soldiers' violence and restraint towards enemy combatants and civilians in the siege warfare of the Napoleonic era. Using soldiers' letters, diaries and memoirs, Gavin Daly compares and contrasts military practices and attitudes across British sieges spanning three continents, from the Peninsular War in Spain to India and South America. He focuses on siege rituals and laws of war, and uncovering the cultural and emotional history of the storm and sack of towns. This book challenges conventional understandings of the place and nature of sieges in the Napoleonic Wars. It encourages a rethinking of the notorious reputations of the British sacks of this period and their place within the long-term history of customary laws of war and siege violence. War and Enlightenment in Russia explores how members of the military during the reign of Catherine II reconciled Enlightenment ideas about the equality and moral worth of all humans with the Russian reality based on serfdom, a world governed by autocracy, absolute respect for authority, and subordination to seniority. While there is a sizable literature about the impact of the Enlightenment on government, economy, manners, and literature in Russia, no analytical framework that outlines its impact on the military exists. Eugene Miakinkov's research addresses this gap and challenges the assumption that the military was an unadaptable and vertical institution. A number of nations, conspicuously Israel and the United States, have been increasingly attracted to the use of strategic barriers to promote national defense. In Do Good Fences Make Good Neighbors?, defense analyst Brent Sterling examines the historical use of strategic defenses such as walls or fortifications to evaluate their effectiveness and consider their implications for modern security. Sterling studies six famous defenses spanning 2,500 years, representing both democratic and authoritarian regimes: the Long Walls of Athens, Hadrian’s Wall in Roman Britain, the Ming Great Wall of China, Louis XIV’s Pré Carré, France’s Maginot Line, and Israel’s Bar Lev Line. Although many of these barriers were effective in the short term, they also affected the states that created them in terms of cost, strategic outlook, military readiness, and relations with neighbors. Sterling assesses how modern barriers against ground and air threats could influence threat perceptions, alter the military balance, and influence the builder’s subsequent policy choices. Advocates and critics of strategic defenses often bolster their arguments by selectively distorting history. Sterling emphasizes the need for an impartial examination of what past experience can teach us. His study yields nuanced lessons about strategic barriers and international security and yields findings that are relevant for security scholars and compelling to general readers.

Jean Ternant’s life (1751–1833) spanned a period of enormous change in European life. Born when men were still subject to judicial torture, he lived to see the dawn of the railroad age. It was an era of political upheaval: the American Revolution, the “patriot” movement of the Dutch Republic, the Vonckist uprising in the Austrian Netherlands, the French Revolution, the Polish rebellion against Imperial Russia, the Greek war for independence and the struggle for independence in Spain’s South American colonies all occurred during Ternant’s lifetime. He was an active participant in four of them. The son of a French leather goods merchant, Jean Ternant nevertheless built a public service career in an aristocratic society based on birth and privilege, commanding a regiment in the French army before being appointed minister-plenipotentiary to the United States. His story of public service undertaken for private ends illustrates the value of education and social contacts as well as the importance of luck and circumstances.
