Fleet Forces Command has been faced with the challenge of developing doctrine for the joint forces maritime component commander while serving as Northern Command's maritime component commander with primary responsibility for maritime homeland defense. Since the February 2002 Joint Staff requirement for the establishment of JFMCC doctrine, TACMEMO 3- 32-03 has been published. This document, as well as the draft JP 3-32 Command and Control for Joint Maritime Operations, have limited relevance to the NORTHCOM JFMCC. Instead, joint publications such as JP 3-26 Joint Doctrine for Homeland Security and JP 3-08 Interagency Coordination During Joint Operations have greater relevance. The NORTHCOM JFMCC is one of many entities in the mission of maritime homeland defense and security. It must leverage the unique capabilities of numerous agencies, especially those under the Department of Homeland Security, and in many ways will be required to play a supporting vice supported role.

General Kenney Reports is a classic account of a combat commander in action. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. Liaison officer (LNO) functions are critical to the successful integration of diverse capabilities across military and civilian domains. Despite the importance of these functions, the Center for Army Lessons Learned (CALL) continues to capture observations which indicate significant issues concerning the selection, training, and employment of LNOs. In August 1998, the Air Land Sea Application (ALSA) Center published the Joint Task Force (JTF) Liaison Handbook, which provided planning and execution guidance to units providing and receiving LNOs at the JTF level. That handbook provided valuable planning and execution guidance, but was written specifically for LNOs operating within a JTF. The ALSA Center handbook was retired in January 2003. LNO operations are discussed in several Army and Joint doctrinal publications, and are the subject of numerous articles; however, there has been no single reference source commanders and staffs can use to select, train, and employ LNOs since the ALSA Center handbook.
