In the years since the 9/11 attacks, socially constructed understandings of the identity of the United States and its friends and enemies in the world have played a critical role in determining the course of U.S. foreign policy. Constructing Twenty-First Century U.S. Foreign Policy argues that American foreign relations under the Bush administration were driven by an ideological agenda derived from a particular interpretation of long-standing ideas about national identity. Drawing on constructivist and social-psychological IR theory, it suggests that these ideas led directly to the administration's choice to invade Iraq, its misunderstanding the kind of war the United States would face there, and its failure to quickly establish a stable democratic government following the invasion.

This book examines US foreign policy and global standing in the 21st Century. The United States is the most powerful actor in world politics today. Against this backdrop, the present volume examines how the foreign policies pursued by Presidents’ George W. Bush and Barack Obama have affected elite and public perceptions of the United States. By examining America’s standing from the perspective of different actors from across various regions, including China, Russia, Latin America and the Middle East, while also assessing how these perceptions interact with America’s own policies, this books presents a fresh interpretation of America’s global standing. In doing so, the volume evaluates how these perceptions affect the realities of US power, and what impact this has on moulding US foreign policy and the policies of other global powers. As the world’s only superpower, America’s foreign policy inevitably has a major impact Ð be it positive or negative - on contemporary international affairs. Since the terrorist attacks of 9/11, George W. Bush’s decision to move away from multilateral decision-making toward a more aggressive, pre-emptive style of foreign policy attracted widespread debate, and criticism, throughout the world. Reversing direction, the Barack Obama presidency is placing greater emphasis on constructive or peaceful engagement within multilateral frameworks, relying on special envoys to deal with some of the thorniest problems. In this book, Paul Viotti explores American foreign policy from the founding of the republic in the late 18th Century to the present day. Part 1 examines the broad policy options available to the US government: namely, peaceful engagement, containment through deterrence or coercive diplomacy, and armed intervention. Part 2 looks at the American experience in foreign policy. By exploring early precedents and elite practices, the moralism of American exceptionalism as well as the roots of an expansionist American foreign policy, the discussion draws out the continuities running from the 18th century to the present. Part 3 concludes with an analysis of the politics of interest on the Potomac with analysis of the interplay of contending policy elites, factions and parties influencing foreign policy making today. Assessing alternatives, the author concludes that even though containment and armed intervention will remain part of the way the United States conducts its foreign policy, diplomatic engagement options are the most promising course of action for the coming decades.

The fourth airliner came down in rural Pennsylvania, when travelers tried to regain control of the cockpit. Almost 3000 people lost their lives in the attacks on September 11, 2001, when the Islamist group al-Qaeda put an early end to what seemed like the beginning of an era of unprecedented peace and security for the United States of America. After the breakup of the Soviet Empire and the end of the Cold War, the USA has emerged as the world’s lone superpower, with no rival state possessing sufficient military, economic or technological strength to impose a serious threat on them. American foreign policy, whose focal point had been the containment of Soviet power for over 40 years, became less important and the public interest focused on domestic issues. How did the end of the Cold War era and the terrorist threat affect American Foreign Policy? Three years after the election of Barack Obama, this paper aims at contrasting the administrations of both the American presidents of the 21st century in regard to their foreign policy making on the one hand, and the consequent transatlantic relations on the other. What are the specific characteristics of Bush’s and Obama’s approach to foreign policy problems? What are the differences and similarities?
