This book examines the construction of the EU’s political identity (or identities), variations in its strength, and the nature of its content. Drawing on studies both on European nation-state formation and on the EU’s identity, the chapters take a top-down approach and analyse how EU institutions in different major policy domains have themselves sought to create political identity through policy making. The authors define the construction of EU political identity and set out empirically applicable indicators to assess political identity in policy making. They analyse the construction of identity through a process-oriented approach that explicitly includes contestation and the existence of rival political identities. Comparing across policy domains, the contributions suggest that the ability of EU institutions to construct an EU political identity has been limited not only by existing national identities but also by the coexistence of rival EU political identities within policy domains. Hence, it has been difficult for EU institutions to establish a strong identity, with identity being strongest where there are clear external alternatives and limited rival identities within the EU.

This book examines EU discourses on Turkey in the European Commission, European Parliament and three EU member states (France, Germany and Britain), to reveal the discursive construction of European identity through EU representations of Turkey. Based on a poststructuralist framework that conceptualizes identity as discursively constructed through difference, the book applies Critical Discourse Analysis to the analysis of texts and argues that there are multiple Europe(s) that are constructed in talks over the enlargement of Turkey, varying within and between different ideological, national and institutional contexts. The book discerns four main discourse topics over which these Europe(s) are constructed, corresponding to the conceptualization of Europe as a security community, as an upholder of democratic values, as a political project and as a cultural space. The book argues that Turkey constitutes a key case in exploring various discursive constructs of European identity, since the talks on Turkey pave the way for the construction of different versions of Europe in discourse.

This edited volume explores the idea of Europe through a focus on its margins. The chapters in the volume inquire critically into the relations and tensions inherent in divisions between the Global North and the Global South as well as internal regional differentiation within Europe itself. In doing so, the volume stresses the need to consider Europe from critical interdisciplinary perspectives, highlighting historical and contemporary issues of racism and colonialism. While recent discussions of migration into ‘Fortress Europe’ seem to assume that Europe has clearly demarcated geographic, political and cultural boundaries, this book argues that the reality is more complex. The book explores margins conceptually and positions margins and centres as open to negotiation and contestation and characterized by ambiguity. As such, margins can be contextualized in relation to hierarchies within Europe, with different processes involved in creating boundaries and borders between different kinds of Europes and Europeans. Deploying case studies from different places, such as Iceland, Italy, Poland, Spain, Turkey, the UK, Romania, Cyprus, Greece, Sicily, European colonies in the Caribbean and the former Yugoslavia, the contributors analyse how different geopolitical hierarchies intersect with racialized subject positions of diverse people living in Europe, while also exploring issues of gender, class, sexuality, religion and nationality. Some chapters draw attention to the fortification of Europe’s ‘borderland,’ while others focus on internal hierarchies within Europe, critiquing the meaning of spatial boundaries in an increasingly digitalized Europe. In doing so, the chapters interrogate the hierarchies at play in the processes of being and becoming ‘European’ and the ongoing impacts of race and colonialism. This timely and thought-provoking collection will be of considerable significance to those in the humanities and social sciences with an interest in Europe. Based on empirical research, this book closely analyses how European identities are discursively produced. It focuses on discourse from members of a civic association active in promoting democracy and attempting participation in the transnational public sphere. Unlike previous books that have addressed the question of European identity from top-down stances or through methodological nationalism, this book engages with the multifaceted concept of transnationalism as a key to the negotiation of 'glocal' identities. Applying a discourse historical approach (DHA) through a transnational reading, it shows how grassroots actors/speakers construct their different cultural and political affiliations as both world and European citizens. They negotiate institutional identities and historical discourses of nationhood through new forms of mobility, cultural diversity and the imagination of Europe as a proxy for a cosmopolitan civil society. These discourses are ever more important in a fractured and polarised Europe falling prey to contrary discourses of nationhood and ethnic solidarity. Highlighting how transnational narratives of solidarity and the de-territorialisation of civic participation can impact on the (re)imagination of the European community beyond tropes like 'Fortress Europe' or intragovernmental politics, this important book shows how identification processes must be read through historical and global as well as localised contexts.
