Why do international actors provide global public goods when they could free-ride on the production of others? Constructing Global Public Goods examines this question by understanding the identities and preferences of the actors. Most rational choice models of public goods explain the public goods decision by examining the strategic interactions among the actors. They generally avoid the question of how utilities and preferences are formed. Constructing Global Public Goods brings a constructivist approach to the study of public goods by recognizing that the actors’ utilities and preferences are socially constructed from the identities the actors take on in the choice situation. The book develops a formal model that links the interpretation of unobserved utilities to preferences for the public goods outcome. It then applies the model to case studies on global monetary management, collective security, and protecting human rights. Bringing constructivism into the public goods decision allows the analysis to look beyond the limited Prisoner’s Dilemma based model of most rational choice approaches and recognizes that the decision whether or not to produce a global public good is a complex web of social, political and cultural factors.

Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy-making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations, depending on the policy issue or problems, at the local, urban, sub-regional, sub-national, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of 'local' and 'global' are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent a reinvigoration of public administration and policy studies as the Handbook authors advance their analysis beyond the methodological nationalism of the nation-state.

Scholarly discussions on economic development in history, specifically those linked to industrialization or modern economic growth, have paid great attention to the formation and development of the market economy as a set of institutions able to augment people’s welfare. The role of specific nonmarket practices for promoting the economic development and welfare has been a distinct concern, typically involving discussion of the state’s economic policies. How have societies tackled those issues that the market did not? To what extent did those solutions reflect the structure of an economy? Public Goods Provision in the Early Modern Economy explores these questions by investigating efforts made for the provision of "public goods" in early modern economies from the perspective of Japanese socioeconomic history during Tokugawa era (1603–1868), and by comparing those cases with others from Europe and China’s economic history. The contributors focus on three areas of inquiry—early modern era welfare policies for the poor, infrastructure, and forest management—to provide both a unique perspective on Japanese public finance at local levels and a vantage point outside of Europe to encourage a more global view of early modern political economies that shaped subsequent modern transformations.

Global policy making is taking shape in a wide range of public sector activities managed by transnational policy communities.
