This book contributes to the ongoing debate in IR on the role of security communities and formulates a new mechanism-based analytical framework. It argues that the question we need to ask is how security communities work at a time when armed conflicts among states have become significantly less frequent compared to other non-military threats and trans-boundary risks (e.g. terrorism and the adverse effects of climate change). Drawing upon recent advances in practice theory, the book suggests that the emergence and spread of cooperative security practices, ranging from multilateral diplomacy to crisis management, are as important for understanding how security communities work as more traditional confidence-building measures. Using the EU, Spain and Morocco as an in-depth case study, this volume reveals that through the institutionalization of multilateral venues, the EU has provided cooperative frameworks that otherwise would not have been available, and that the de-territorialized notion of security threats has created a new rationale for practical cooperation between Spanish and Moroccan diplomats, armed forces and civilian authorities. What is the role of memories for the expansion of international society? By drawing on the English School approach to International Relations this edited volume argues that the memories of empire and suzerainty are key to understanding sociological aspects of the expansion of anarchical society. The expert contributors adopt a socio-historic conceptualization of entry into international society, aiming to move beyond the legalist analysis, and also explore the impact of identity-constructions and collective memories on the expansion of international society. Empirically, the volume investigates the entry into international society of Belarus, Bulgaria, Greece, Poland, Serbia, Slovakia and Romania and studies memories that they activated along the way. While these memoires of bygone polities were used by state builders to make sense of international society and legitimise claims of the new entrants, they inadvertently also generated tensions and anxieties, which in many ways persist until this day. Claims of inter-state ‘specialness’ are commonplace in international politics. But how do some relationships between states come to be seen and categorized as ‘special’ in the first place? And what impact, if any, do recurring public representations of specialness have on states’ political and diplomatic interaction? While much scholarly work exists on alleged instances of special relationships, and on inter-state cooperation and alliances more generally, little systematic and theory informed research has been conducted on how special relationships evolve and unfold in practice. This book offers such a comprehensive study. Theorizing inter-state relations as ongoing social processes, it makes the case for approaching special relationships as constituted and upheld through linguistic representations and bilateral interaction practices. Haugevik explores this claim through an in-depth study of how the bilateral relationship most frequently referred to as ‘special’ – the US-British – has unfolded over the last seventy years. This analysis is complemented with a study of Britain’s relationship with a more junior partner, Norway, during the same period. The book offers an original take on inter-state relations and diplomacy during the Cold War and after, and develops an analytical framework for understanding why some state relationships maintain their status as ‘special’, while others end up as ‘benignly neglected’ ones.

This volume highlights the ways in which the prospect of peace can generate anxieties and consequently set in motion social and political processes that reproduce and reactivate conflicts. In analysing this issue, the volume builds on the notion of ontological security and its recent applications to international relations theory. Although conflicts threaten the physical security of the parties involved, they also help settle existential questions about basic parameters of life, being, and identity, and thus over time become sources of ontological security. The prospect of peace, through the resolution or transformation of conflict, threatens to unsettle the stability and consistency of self-narratives, and their associated routines and habits at the individual, group, and state levels. The contributors argue two key points: 1) that ontological insecurity may set in motion political and social processes that reproduce and reactivate conflicts; 2) that coping with peace anxieties necessitates the formulation of alternative self-narratives at the individual, societal, and state levels that re-situate the Self in relation to Other and to the world at large. Consequently, the book analyses the ways in which, and the conditions under which, conflict resolution induces ontological insecurity, and the different ways in which ontological insecurity has prevented the successful culmination of peace processes in different conflict contexts, including Cyprus, Israel-Palestine and Northern Ireland. This book will be of much interest to students of critical security studies, conflict resolution, peace and conflict studies, social theory and IR in general.
