This book explores the strategies of governments in Doha, Dubai and Ras al-Khaimah in the Arab Gulf to attract offshore campuses of foreign universities. These campuses, predominantly Western, are drawn by policies creating transnational education zones (TEZs) that offer infrastructures, legal exceptions and administrative benefits, while evoking vibrant international academic communities. Governments expect TEZs to develop local higher education and drive economic transformation towards knowledge-based economies. Adopting a cultural political economy perspective, the book integrates insights from urban and economic geography with debates on the Gulf’s political economy and transnational higher education. Through qualitative interviews and document analysis, it reveals how governments leverage the zones and their offshore campuses to generate contingent skilled labour and position their cities as international education hubs. Foreword A famous Portuguese Poet once said around one hundred years ago; “before I was born all the words that should save the Humanity had already been written.., the only thing that was missing was to save Humanity.” Fast forward to the 21st century services led and knowledge based economy, and we have myriads of theoretical study about the decisive assets – namely intangibles. Those analysis are made in several perspectives, namely Human Resources, Knowledge Management, Intellectual Capital, and also many sectorial perspectiveslike Trade, Economics, Logistics, Social Policy etc. However, today the question about the applicability of all these studies remains unsolved. So, it like, many of the words that will save the Knowledge Economy have already been written, all we need is to save the Knowledge Economy…Or is it not? The idea behind TAKE Conference was to provide a multidisciplinary forum in which those multiple perspectives will come together. We believe it is a fruitful operation and we intend to continue the exercise in the future. The problem of the relation between theory and practice in the knowledge economy is getting more important and not lessimportant with the development of the BRICS and other nations. TAKE main question will be one of the problems of the 21st century. Following the promising start of TAKE 2016 in Aveiro, Portugal, TAKE 2017 was organized by the Faculty of Economics of Zagreb University, around Prof. Blazenka Knezevic. I would like to thank her and her team for the massive effort in putting TAKE 2017 together. It will be a very nice and memorable conference. I would like also to thank the 5 keynotes, the special sessions and workshop organizes, the authors of the 60 papers and 5 posters, the stream leaders, the reviewers and the sponsors for the efforts. Knowledge has always been an essential force in economic development. Chapter one, describes the knowledge revolution, which is leading us into a postindustrial age in which brains, not brawn, are the best means of coping with intensified competition and new challenges, including those related to human development and the global environment. In explaining the foundations and the model of knowledge economies, chapter two outlines the four knowledge economies (KE) pillars, provides elements of the benchmarking methodology, and relates KE achievements to recorded growth and competitiveness. To understand the KE process, chapter three starts with the examples of three KE champions, Finland, Ireland, and the Republic of Korea. The ensuing chapters examine and document in detail the four KE policy pillars. Chapter four on the economic and institutional regime discusses governance, regulation, finance, and trade as they bear on the KE development process. Chapter five on innovation addresses the question of support for innovators, the strengthening of research and technology infrastructure, the diffusion of basic technologies, and the promotion of specific industries. Chapter six deals with the national information and communication technology (ICT) infrastructure, addressing related applications, institutions, and regulations, as well as access to that infrastructure and the development of the skills needed to build, maintain, and use it. Chapter seven looks at primary and secondary education, higher education, and lifelong learning from a KE perspective, providing insights on the mobility of human resources and the role of diasporas. Chapter eight discusses policy agendas for selected sets of countries.
