This book examines the role of agencies and agency-like bodies in the EU’s Area of Freedom, Security and Justice (AFSJ).When the Maastricht Treaty entered into force on 1 November 1993, the institutional landscape of the so-called ‘Third Pillar’ looked significantly different than it does now. Aside from Europol, which existed only on paper at that time, the European agencies examined in this book were mere ideas in the heads of federalist dreamers or were not even contemplated. Eventually, Europol slowly emerged from its embryonic European Drugs Unit and became operational in 1999. Around the same time, the European Union (EU) unveiled plans in its Tampere Programme for a more extensive legal and institutional infrastructure for internal security policies. Since then, as evidenced by the chapters presented in this book, numerous policy developments have taken place. Indeed, the agencies now operating in the EU’s Area of Freedom, Security and Justice (AFSJ) are remarkable in the burgeoning scope of their activities, as well as their gradually increasing autonomy vis-à-vis the EU member states and the institutions that brought them to life. The extent to which ordinary people can construct, shift, and dismantle borders is seriously neglected in the existing literature. The book explores the ability of citizens to participate in the making of borders, and the empowerment that can result from this bordering and debordering activity. ‘Borderwork’ is the name given to the ways in which ordinary people can make and unmake borders. Borderwork is no longer only the business of nation-states, it is also the business of citizens (and indeed non-citizens). This study of ‘borderwork’ extends the recent interest in forms of bordering which do not necessarily occur at the state’s external borders. However, the changing nature of borders cannot be reduced to a shift from the edges to the interior of a polity. To date little research has been conducted on the role of ordinary people in envisioning, constructing, maintaining, shifting, and erasing borders; creating borders which facilitate mobility for some while creating barriers to mobility for others; appropriating the political resources which bordering offers; contesting the legitimacy of or undermining the borders imposed by others. This book makes an original contribution to the literature and stands to set the agenda for a new dimension of border studies. This book was published as a special issue of Space and Polity.

This book examines the evolution towards increased supranational governance in the EU’s Area of Freedom, Security and Justice (AFSJ). At the end of 2009, a successor programme to the Tampere and Hague Programmes was developed under the Swedish Presidency. Called the ‘Stockholm Programme’, it was adopted at a special EU Council Summit on 10-11 December 2009. The new agenda covers the period 2010-2014 and emphasises six areas of priority. In the context of these priorities, as well as the innovations introduced by the Lisbon Treaty, this edited book analyses policy change in the AFSJ, especially as it has been affected by the rise of supranational governance in this domain. From police cooperation and crime fighting to border management and counter-terrorism, much has changed, and the EU has taken yet another step forward in the direction of supranational governance. This paper provides some reflections about these current policy approaches by looking at the nature, scope and practical implications of the implementation of the Integrated Border Management strategy and its relationship with a common EU immigration policy. After assessing the latest policy developments in these areas, we raise a number of questions about some of the functions and capacities carried out by FRONTEX, and present a series of vulnerabilities characterizing the joint operations coordinated by this Community body taking the example of the operations HERA I, II and III in the Canary Islands (Spain).
