Conventional research suggests that news coverage of terrorism is a tool of the terrorist to gain public support and recognition. Based on an analysis of more than 200 evening newscasts aired during the first six years of the Reagan administration, Tales of Terror offers a detailed account of the ways in which news media escalate public panic about terrorism and encourage support for specific U.S. policy objectives, rather than build sympathy for terrorists. Bethami Dobkin explores similarities between news media and government portrayals of terrorism, combining textual criticism with an interpretation of official U.S. policy statements, and argues that government depictions and news presentations of terrorism reproduce an ideology that supports military strength and intervention. Dobkin examines several specific features of news coverage: the dramatic format of television news and the political interests that this format serves; the narrative construction of enemies by television journalists and public officials and the political significance of the terrorist label; the use and significance of testimony, particularly that of people affected by crisis; the mutual exploitation of political crisis by both television news producers and public officials; the function of journalism in shaping the conduct of public diplomacy and public perceptions of foreign conflict; and the creation of consensus about the need for military responses to political violence. How have media constructions around terrorism changed since 9.11? This book analyses the ways that language is employed in the media to reference discourses around terrorism in different social systems and doctrines, and illustrates the ways in which news reporting around terrorism is filtered according to a wide range of phenomena including national interests, the goals of those who run the press, international relations, methods of news production, audience targeting and other historical, political and social factors. This book collects and analyses corpora from news articles in the two most widely read newspapers in China and the UK. Corpus techniques including frequency and keyness are merged with methods associated with critical discourse analysis particularly investigation of social context. This book shows that there is a wide range of possible discursive constructions of terrorism in the media. Such different perspectives are likely to shape national or even global opinion on how to tackle terrorism.

This book is about states' use of 'terrorism' to label others, especially specific groups within their own political territories and how such usage is legitimated. The two contexts examined are British labellings of the Irish Republican Army (IRA) in the 1970s-1990s and Nepal's use of 'terrorism' to describe Maoists in the post '9/11' era. The first part of the book situates it within scholarship on states and 'terrorists', two terms that are not often studied together in Terrorism Studies. Then, a rhetorical analytical approach to studying official representations of IRA and Maoists as 'terrorist' is provided. This is followed by empirical analysis of Nepal and Northern Ireland, and then a chapter which draws attention to the politics of representing others as 'terrorist' in the United States in the context of the 'war on terror'. The focus is on how language was used to label others as 'terrorist' and how this changed. This is a useful book because it outlines how rhetorical practices and ways of describing others exhibit similarities across geographical regions and before and after '9/11'. As such, discussions of there being a 'new terrorism' need to take into account that states have been utilizing similar representational strategies to label and marginalise others as 'terrorist' since before '9/11'. Overall, this book directs attention to how 'states' and 'terrorists' in Britain and Nepal formed in relation to each other and how 'terrorism' was used as a delegitimating strategy, leading to the formation of 'suspect communities' and increased 'terroristisation' of society. In this way, it suggests that the variability of 'terrorism' allows states to establish and legitimate specific practices against its others but also could be a source for resistance, as noted in the case of Nepal in 2006. This book will be valuable for scholars and students of critical terrorism studies, those who study the state and its identity-formation and scholars of Nepal and small states in the international system. It will also be of use to those interested in rhetorical analysis and media/cultural studies.

In the years since the September 11th 2001 attacks, the al-Qaeda phenomenon has become one of the most written about, yet crucially misunderstood, threats of the 21st century. But despite the sheer volume of literature produced during the ‘war on terror’ period, few studies have sought to consider the way this entity has been represented within the news media. The BBC, the War on Terror and the Discursive Construction of Al-Qaeda addresses this significant gap in knowledge by providing an original and much needed assessment of the various strategies used to depict ‘al-Qaeda’, and thus make it meaningful for British television audiences. Drawing on the work of French philosopher Michel Foucault, and focusing on Britain’s most watched and trusted news programme, the BBC’s flagship ‘News at Ten’ bulletin, the book provides insight into both the visual and verbal nature of these representations and the way they have shifted over the course of a ten-year period, while also shedding light upon the broader political and social consequences of the BBC’s portrayals. In doing so, the book not only helps to develop a deeper understanding of the complexity of the BBC’s representations, and their various shifts and transformations, but also details the process through which ‘al-Qaeda’ has been pieced together from a range of cultural parts. This paper focuses on the impact that the 9/11 terrorist attacks have had on the U.S. construction industry. The paper breaks the construction project life cycle down into three phases -- Initiation, Design, and Procurement/Construction -- and examines the impact the attacks have had on each one. In terms of the Initiation Phase of construction, the attacks have had an impact on the kinds of projects that are being funded today. For example, the workloads of certain sectors of the construction industry, such as force protection, have increased exponentially since 9/11. Another impact to this phase is how contracts are now structured to protect the interests of certain contractual parties. With regard to the Design Phase, the author reviews changes that are being incorporated into building design to help mitigate the effects of a terrorist attack. Features that were once considered too costly to incorporate into a design are now being included. Many new projects are including design modifications to increase the survivability of building residents. Both public and private organizations are feeling the need to protect their workers. The Procurement/Construction Phase also has seen changes as a result of 9/11. In the Federal Government there was immediate action to improve the security surrounding federal facilities. The fastest way to accomplish this was to bypass the more traditional procurement approaches and to instead use procurement strategies that allowed projects to be fast-tracked, such as design-build. A result of this was a sharp increase in secured construction, which brought about the need for more contractors to have the capability to perform secured facility construction.
