The Caspian Sea region has hitherto largely been investigated from a `New Great Game’ perspective that depicts the region as a geopolitical battleground between regional and external great powers, where tensions have been exacerbated by the sea’s rich natural resources, strategic location, and legal disagreements over its status. This book, by contrast, portrays a new image of the region, which still acknowledges the difficulties and problematic starting situation of power politics there. It, however, seeks to show that there are ways forward by identifying mechanisms and means to transform the `New Great Game’ into processes of functional co-operation. Drawing on theoretical insights from a functionalist framework, this book examines three intertwined case studies, namely the Baku-Tbilisi-Ceyhan pipeline (BTC), the Southern Gas Corridor (SGC), and the Caspian Environmental Program (CEP). It shows that lessons learned from environmental co-operation have influenced the discussion over the uncertain legal status of the sea, which culminated in the signing in 2018 of the Convention on the legal status of the Caspian Sea. This book analyzes the three phases of the BTC and the SGC projects: the planning of the pipeline, its construction, and its use, none of which have been adequately addressed yet. This book illustrates the increasing role of actors beyond and besides the states in the Caspian Sea region, such as transnational corporations, non-governmental organizations, and intergovernment organizations.

The collapse of the regime of Bashar al-Assad in Syria begs the question as to why that country so lacked institutional and organized capacity that the Syrian state melted away. In neighbouring Lebanon, the state has been absent in any meaningful sense for much of the country’s independent history, while powerful sectarian interest groups dominate governance and maintain their own armed options. In Iraq, the state has collapsed twice since the US-led invasion of 2003 and is currently existing in parallel with armed sectarian militias whose political wings utilize governmental apparatus to further their narrow interests. In Yemen, there is no single state encompassing its internationally recognized boundaries, but instead there are three competing authorities ruling different parts of the country. This book assesses why the state is failing in these four particular cases and, where relevant, examines common explanatory themes, while remaining mindful of each country’s distinct domestic and international context. Much of the material is based on research carried out in the countries themselves, involving interviews with existing or former state officials, their advisers, senior analysts, or those seeking state authority. Through this process a debate is conducted as to where power lies in each of the four cases. Türkiye-Britain Relations: Two Hundred Years of an Intertwined Conflict and Cooperation studies all aspects of Turkish-British relations. Türkiye’s relations with Britain, including those in the Ottoman era, followed a peculiar pattern of cordial bilateralism. There was continuous correspondence and a certain level of understanding even during the very times of hostility, i.e., the Anglo-Turkish War (1807-1809) and the First World War (1914-1918). While the Ottoman Empire considered Britain a great power to be allied with; Britain treated the Ottoman Empire as a counterbalance in its “Great Game” against Russia and its competition with France throughout the 19th century. After the proclamation of the Republic of Türkiye in 1923, Britain continued to be a bilateral partner with Türkiye during the Second World War, Ankara’s membership to NATO, relations with the Middle East, the Cyprus issue, relations with the European Union, and the United States. Almost at every turning point of this bilateral relationship, conflict and cooperation walked hand in hand and without demolishing the above-stated understanding and consideration.
