Home to approximately one-fifth of the world’s Muslim population, Indonesia and Malaysia are often overlooked or misrepresented in media discourses about Islam. Islam is a religion but there is also a popular culture, or popular cultures of Islam that are mass mediated, commercialized, pleasure-filled, humorous, and representative of large segments of society. During the last forty years, popular forms of Islam, targeted largely towards urbanized youth, have played a key role in the Islamisation of Indonesia and Malaysia. This book focuses on these forms and the accompanying practices of production, circulation, marketing, and consumption of Islam. Dispelling the notion that Islam is monolithic, militaristic, and primarily Middle Eastern, the book emphasizes its dynamic, contested, and performative nature in contemporary South East Asia. According to some observers, Southeast Asian Islam is undergoing a conservative turn. This means voices that champion humanist, progressive or moderate ideas are located on the fringes of society. Is this assessment accurate for a region that used to be known for promoting the “smiling face of Islam”? Alternative Voices in Muslim Southeast Asia examines the challenges facing progressive voices in Indonesia, Malaysia and Singapore today. It examines their discourses, which delve into how multiculturalism and secularism are the way forward for the diverse societies of these three countries. Moreover, it analyses the avenues employed by these voices in articulating their views amidst the dominance of state and quasi-state religious officials who seek to restrict and discipline them. Contributors to the volume include scholars, activists and observers, some of whom are victims of repression and discrimination. While most of the chapters cover developments of the last decade, some of them go back to the previous century, capturing the emergence of modernist thinkers influenced by parallel movements in the Middle East and the wider region. Others respond to recent developments concerning Islam and Muslims in the three countries: the Pakatan Harapan coalition victory in the 2018 Malaysian election, the re-election of Joko Widodo as Indonesia’s president in 2019, and recent religious rulings passed in Singapore. This book explores the relationship between transnational and local Islam as expressed in public discourse and policy-making, as represented in the local press. It does so against the background of local governments in majority Muslim regions across Indonesia promoting and passing regulations that mandate forms of social or economic behaviour seen to be compatible with Islam. The book situates the political construction of Islamic behaviour in West Sumatra, and in Indonesia more generally, within an historical context in which rulers have in some way engaged with aspects of Islamic practice since the Islamic kingdom era. The book shows that while formal local Islamic regulations of this kind constitute a new development, their introduction has been a product of the same kinds of interactions between international, national and local elements that have characterised the relationship between Islam and politics through the course of Indonesian history. The book challenges the scholarly tendency to over-emphasise local political concerns when explaining this phenomenon, arguing that it is necessary to forefront the complex relationship between local politics and developments in the wider Islamic world. To illustrate the relationship between transnational and local Islam, the book uses detailed case studies of four domains of regulation: Islamic finance, zakat, education and behaviour and dress, in a number of local government areas within the province.
