This volume explores the Western-led liberal order that is claimed to be in crisis. Currently, the West appears less as a modernizing or civilizing entity leading the way and more as being engulfed in a deep crisis. Simultaneously, the West still appears to be needed in order to imagine the global order by promoters of liberal peace as well as its opponents. This book asks how and why “crisis” is needed for constituting “the West,” liberal, and global order and how these three are conjoined and reinvented. The book encompasses narratives endorsing and rejecting the West and the liberal international order, as well as alternative visions for a post-Western world conceived within the rising and challenging powers. The study is of interest to scholars and students of international relations, critical security studies, peace and conflict research, and social sciences in general.

A seemingly never-ending stream of observers claims that the populist emphasis on nationalism, identity, and popular sovereignty undermines international collaboration and contributes to the crisis of the Liberal International Order (LIO). Why, then, do populist governments continue to engage in regional and international institutions? This Element unpacks the counter-intuitive inclination towards institutional cooperation in populist foreign policy and discusses its implications for the LIO. Straddling Western and non-Western contexts, it compares the regional cooperation strategies of populist leaders from three continents: Hungarian Prime Minister Viktor Orbán, former Venezuelan President Hugo Chávez, and Philippine President Rodrigo Duterte. The study identifies an emerging populist 'script' of regional cooperation based on notions of popular sovereignty. By embedding regional cooperation in their political strategies, populist leaders are able to contest the LIO and established international organisations without having to revert to unilateral nationalism.

The European Union's foreign policy and its international role are increasingly being contested both globally and at home. At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. Large as well as smaller states are vying for more leeway to act out their own communitarian principles on and approaches to sovereignty, security and economic development. At the European level, a similar battle has begun over principles, values and institutions. The most vocal critics have been anti-globalization movements, developmental NGOs, and populist political parties at both extremes of the left-right political spectrum. This book, based on ten case studies, explores some of the most important current challenges to EU foreign policy norms, whether at the global, glocal or intra-EU level. The case studies cover contestation of the EU's fundamental norms, organizing principles and standardized procedures in relation to the abolition of the death penalty, climate, Responsibility to Protect, peacebuilding, natural resource governance, the International Criminal Court, lethal autonomous weapons systems, trade, the security-development nexus and the use of consensus on foreign policy matters in the European Parliament. The book also theorizes the current norm contestation in terms of the extent to, and conditions under which, the EU foreign policy is being put to the test.

The establishment of democracy on both sides of the Atlantic has not been a smooth evolution towards an idealized presumed endpoint. Far from it, democratization has been marked by setbacks and victories, a process often referred to as ‘contested democracy’. In view of recent mobilizations such as the Arab Spring and the Occupy movement, in which new technologies have played a key role, there is a need for a renewed analysis of the long-term evolution of US and UK political systems. Using new areas of research, this book argues that the ideals and the practices of Anglo-American democracy can be best understood by studying diverse forms of participation, which go beyond classical expressions of contestation and dissent such as voting. The authors analyze political parties, social movements, communications and social media, governance, cultural diversity, identity politics, public-private actors and social cohesion to illustrate how the structure and context of popular participation play a significant role in whether, and when, citizens ́ efforts have any meaningful impact on those who exercise political power. In doing so, the authors take crucial steps towards understanding how a vigorous public sphere and popular sovereignty can be made to work in today’s global environment. Global Justice and Social Conflict offers a ground-breaking historical and theoretical reappraisal of the ideas that underpin and sustain the global liberal order, international law and neoliberal rationality.
