Avant que le putsch du 22 mars 2012 ne fasse voler en éclats cette image, le Mali était ce pays considéré comme exemplaire du fait de ses institutions démocratiques et d'une société civile perçue comme ayant contribué à la chute du régime autoritaire en 1991. C'était aussi ce pays où la protestation était désignée depuis lors comme quelque chose d'exceptionnel et de résiduel, comme si, au Mali du consensus, seules les rébellions touarègues au Nord avaient contesté l'ordre des choses. À rebours de cette image, le livre revient sur les années antérieures au basculement des années 2012-2013, qui virent successivement une rébellion armée, un putsch, une intervention militaire internationale et des élections de transition se déployer sur le territoire malien. Il saisit les formes de la mobilisation et de la protestation à Bamako, les milieux qu'elles impliquent, en essayant de ne pas s'arrêter à l'image de consensus qui fut souvent accolée au pays. Il montre un monde de contestation et de mobilisations qui passent par les marches mais aussi par l'émeute, et les inscrit dans une histoire plus longue du recours à la rue. Mais comprendre les mobilisations, qui ne sont pas toutes protestataires, c'est aussi comprendre leurs possibilités concrètes et symboliques. Loin des idées naïves sur les vertus de la « société civile », loin aussi de la dénonciation tout aussi caricaturale de l'opportunisme de qui chercherait à faire carrière à l'international par les ONG, ce livre examine les rapports ambivalents à l'engagement, aux institutions maliennes et au nationalisme de celles et ceux qui peuplent le petit monde de la société civile malienne et de la sphère altermondialiste, et dont beaucoup accueillirent avec bienveillance le putsch de 2012. Prendre au sérieux ces formes du dissentiment politique, ce qu'elles disent du rapport à un État malien en crise, permet assurément de comprendre comment ces discours, déjà là et disponibles, même s'ils étaient parfois portés par des intellectuels minoritaires, ont participé au processus très rapide de délégitimation du régime et du président ATT, que les échecs face à la rébellion avaient déjà fortement affaibli, puis au ralliement au capitaine Sanogo. Au-delà du cas malien, l'ouvrage, appuyé sur une enquête de terrain qui s'est déroulée sur plusieurs années, entend revisiter les façons routinisées de penser la mobilisation, la protestation, le dissentiment et leurs conditions matérielles et morales. This book uses empirical research to bring together a broad range of protest contexts in twelve chapters. From the formation of Maroon societies in the early colonial period, to female mobilisation in authoritarian contexts, via urban youth culture, women or mineworkers in trade unionism, as well as pro- and anti- gay rights activists, the protagonists here all insist upon their rights to protest in a variety of ways. Sometimes popular protest is expressed through religion, often (and sometimes violently) by young people, exasperated by their long wait for social achievement. Electoral wars and the formation of militias reveal a geography of violence in urban areas, which, in some sectarian excesses, can be displaced to rural areas, as described in the study on Boko Haram.
