The project of European integration has undergone a succession of shocks, beginning with the Eurozone crisis, followed by reactions to the sudden growth of irregular migration, and, most recently, the Coronavirus pandemic. These shocks have politicised questions related to the governance of borders and markets that for decades had been beyond the realm of contestation. For some time, these questions have been spilling over into domestic and European electoral politics, with the rise of "populist" and Eurosceptic parties. Increasingly, however, the crises have begun to reshape the liberal narrative that have been central to the European project. This book charts the rise of contestation over the meaning of "Europe", particularly in light of the Coronavirus crisis and Brexit. Drawing together cutting edge, interdisciplinary scholarship from across the continent, it questions not merely the traditional conflict between European and nationalist politics, but the impact of contestation on the assumed "cosmopolitan" values of Europe.

The past hundred years of Europe are distilled in the experiences of the citizens of Strasbourg. From the turn of the twentieth century until 1945, Europe's ruling idea of nationalism rendered Strasbourg/Straßburg the prize in a tug-of-war between the two greatest continental powers, France and Germany. Then, in the immediate post-war period, ideals for European unity set up various European institutions, some headquartered in Strasbourg, which have gradually created a partially supranational Europe. At the end of the 1950s, a third theme arises: the large-scale settling in Strasbourg and other such richer, western European cities of persons from poorer lands, frequently ex-colonial territories, whose appearance and cultural practices render them essentially "different" to local eyes: expressions of racism thereby jostle with professions of multiculturalism. Now in the globalisation era, the issue of "immigration" has broadened yet further into transnationalism: the experience of persons who are embedded in varying manner in both Strasbourg and in their land of origin. Based on in-depth, lively interviews with 80 men and 80 women ranging from 101 to 20 years, and from all over the world (France, Germany, Alsace-Lorraine, Portugal, Italy, ex-Yugoslavia, Albania, Algeria, Morocco, Turkey, Cameroon, and Afghanistan amongst other countries), the author draws out of these compelling testimonies all sorts of compelling insights into issues of identity, race, nationality, culture, politics, heritage and representation, giving a unique and valuable view of what it means (and has meant over the past century) to be a European.

The mingling of aristocrats and commoners in a southern French city, the jostling of foreigners in stock markets across northern and western Europe, the club gatherings in Paris and London of genteel naturalists busily distilling plants or making air pumps, the ritual fraternizing of "brothers" in privacy and even secrecy—Margaret Jacob invokes all these examples in Strangers Nowhere in the World to provide glimpses of the cosmopolitan ethos that gradually emerged over the course of the seventeenth and eighteenth centuries. Jacob investigates what it was to be cosmopolitan in Europe during the early modern period. Then—as now—being cosmopolitan meant the ability to experience people of different nations, creeds, and colors with pleasure, curiosity, and interest. Yet such a definition did not come about automatically, nor could it always be practiced easily by those who embraced its principles. Cosmopolites had to strike a delicate balance between the transgressive and the subversive, the radical and the dangerous, the open-minded and the libertine. Jacob traces the history of this precarious balancing act to illustrate how ideals about cosmopolitanism were eventually transformed into lived experiences and practices. From the representatives of the Inquisition who found the mixing of Catholics and Protestants and other types of "border crossing" disruptive to their authority, to the struggles within urbane masonic lodges to open membership to Jews, Jacob also charts the moments when the cosmopolitan impulse faltered. Jacob pays particular attention to the impact of science and merchant life on the emergence of the cosmopolitan ideal. In the decades after 1650, modern scientific practices coalesced and science became an open enterprise. Experiments were witnessed in social settings of natural inquiry, congenial for the inculcation of cosmopolitan mores. Similarly, the public venues of the stock exchanges brought strangers and foreigners together in ways encouraging them to be cosmopolites. The amount of international and global commerce increased greatly after 1700, and luxury tastes developed that valorized foreign patterns and designs. Drawing upon sources as various as Inquisition records and spy reports, minutes of scientific societies and the writings of political revolutionaries, Strangers Nowhere in the World reveals a moment in European history when an ideal of cultural openness came to seem strong enough to counter centuries of chauvinism and xenophobia. Perhaps at no time since, Jacob cautions, has that cosmopolitan ideal seemed more fragile and elusive than it is today.

In A Community of Europeans? a thoughtful observer of the ongoing project of European integration evaluates the state of the art about European identity and European public spheres. Thomas Risse argues that integration has had profound and long-term effects on the citizens of EU countries, most of whom now have at least a secondary "European identity" to complement their national identities. Risse also claims that we can see the gradual emergence of transnational European communities of communication. Exploring the outlines of this European identity and of the communicative spaces, Risse sheds light on some pressing questions: What do "Europe" and "the EU" mean in the various public debates? How do European identities and transnational public spheres affect policymaking in the EU? And how do they matter in discussions about enlargement, particularly Turkish accession to the EU? What will be the consequences of the growing contestation and politicization of European affairs for European democracy? Cosmopolitan Memory in Europe’s ‘Backwaters’ reconsiders the definitional relationships of ‘national character’ and ‘national heritage’ in the context of Western industrial modernity. Taking as a case study the Greek islands of Skiathos and Skopelos which served as cinematic locations for the blockbuster Mamma Mia! (2008), the book explores how national identity - once shaped by political, cultural and religious practices - can now be reduced to little more than an ideal, created and sold globally by Western industries such as tourism and film. Tzanelli argues how the film encouraged the development of regional competitions that further enhanced the emotive potential of a Greek nationalist discourse that projects the blame for regional favouritism onto Western agents and the nation-state itself. It also takes into consideration the historical background of this controversy, which finds roots in the religious heritage of the South-eastern Mediterranean region – in particular, the notions of Byzantine Christianity which the Greeks used to set against the Islamic traditions of their Ottoman colonisers to affirm their European civility.

Cosmopolitanism, as an intellectual and political project, has failed. The portrayal of human rights, especially European, as evidence of cosmopolitanism in practice is misguided. Cosmopolitan theorists point to the rise of claims-making to the European Court of Human Rights (ECtHR) among Europe’s Muslims to protect their right to religious freedom, mainly concerning the hijab, as evidence of cosmopolitan justice. However, the outcomes of such claims-making show that far from signifying a cosmopolitan moment, European human rights law has failed Europe’s Muslims. Human Rights, Islam and the Failure of Cosmopolitanism provides an empirical examination of claims-making and government policy in Western Europe focusing mainly on developments in the UK, Germany, France, Italy and the Netherlands. A consideration of public debates and European law of conduct in the public sphere shows that cosmopolitan optimism has misjudged the magnitude of the impact claims-making among Europe’s Muslims. To overcome this cul-de-sac, European Muslims should turn to a new ‘politics of rights’ to pursue their right to religious expression. This book is a theoretically challenging re-evaluation of cosmopolitan arguments through a rigorous discussion of rights-making claims by Europe's Muslims to the European Court of Human Rights. It combines sociological and legal case analysis which advances understanding of one of the most pressing topical issues of the day.

How and why did a country seen as remote, backwards, and barely European become a pivotal site for reinventing the continent after the Great War? Modernism and the New Spain argues that the "Spanish problem"-the nation's historically troubled relationship with Europe-provided an animating impulse for interwar literary modernism and for new conceptions of cosmopolitanism. Drawing on works in a variety of genres, Gayle Rogers reconstructs an archive of cross-cultural exchanges to reveal the mutual constitution of two modernist movements-one in Britain, the other in Spain, and stretching at key moments in between to Ireland and the Americas. Several sites of transnational collaboration form the core of Rogers's innovative literary history. The relationship between T. S. Eliot's Criterion and José Ortega y Gasset's Revista de Occidente shows how the two journals joined to promote a cosmopolitan agenda. A similar case of kindred spirits appears with the 1922 publication of Joyce's Ulysses. The novel's forward-thinking sentiments on race and nation resonated powerfully within Spain, where a generation of writers searched for non-statist forms through which they might express a new European Hispanicity. These cultural ties between the Anglo-Irish and Spanish-speaking worlds increased with the outbreak of civil war in 1936. Rogers explores the connections between fighting Spanish fascism and dismantling the English patriarchal system in Virginia Woolf's Three Guineas, along with the international, anti-fascist poetic community formed by Stephen Spender, Manuel Altolaguirre, and others as they sought to establish Federico García Lorca as an apolitical Spanish-European poet. Mining a rich array of sources that includes novels, periodicals, biographies, translations, and poetry in English and in Spanish, Modernism and the New Spain adds a vital new international perspective to modernist studies, revealing how writers created alliances that unified local and international reforms to reinvent Europe not in the London-Paris-Berlin nexus, but in Madrid.
