Information technology (IT) is widely understood to be the enabling technology of the 21st century. IT has transformed, and continues to transform, all aspects of our lives: commerce and finance, education, employment, energy, health care, manufacturing, government, national security, transportation, communications, entertainment, science, and engineering. IT and its impact on the U.S. economy-both directly (the IT sector itself) and indirectly (other sectors that are powered by advances in IT)-continue to grow in size and importance. In 1995, the National Research Council's Computer Science and Telecommunications Board (CSTB) produced the report Evolving the High Performance Computing and Communications Initiative to Support the Nation's Information Infrastructure. A graphic in that report, often called the "tire tracks" diagram because of its appearance, produced an extraordinary response by clearly linking government investments in academic and industry research to the ultimate creation of new information technology industries with more than $1 billion in annual revenue. Used in presentations to Congress and executive branch decision makers and discussed broadly in the research and innovation policy communities, the tire tracks figure dispelled the assumption that the commercially successful IT industry is self-sufficient, underscoring through long incubation periods of years and even decades. The figure was updated in 2002, 2003, and 2009 reports produced by the CSTB. With the support of the National Science Foundation, CSTB updated the tire tracks figure. Continuing Innovation in Information Technology includes the updated figure and a brief text based in large part on prior CSTB reports.

The 2012 National Research Council report Continuing Innovation in Information Technology illustrates how fundamental research in information technology (IT), conducted at industry and universities, has led to the introduction of entirely new product categories that ultimately became billion-dollar industries. The central graphic from that report portrays and connects areas of major investment in basic research, university-based research, and industry research and development; the introduction of important commercial products resulting from this research; billion-dollar-plus industries stemming from it; and present-day IT market segments and representative U.S. firms whose creation was stimulated by the decades-long research. At a workshop hosted by the Computer Science and Telecommunications Board on March 5, 2015, leading academic and industry researchers and industrial technologists described key research and development results and their contributions and connections to new IT products and industries, and illustrated these developments as overlays to the 2012 "tire tracks" graphic. The principal goal of the workshop was to collect and make available to policy makers and members of the IT community first-person narratives that illustrate the link between government investments in academic and industry research to the ultimate creation of new IT industries. This report provides summaries of the workshop presentations organized into five broad themes - (1) fueling the innovation pipeline, (2) building a connected world, (3) advancing the hardware foundation, (4) developing smart machines, and (5) people and computers - and ends with a summary of remarks from the concluding panel discussion.

This volume explores the impact of technology and new domains on future warfare. It identifies several themes, and highlights the increasing complexity of the security environment and the uncertainty of future war. The sense of time and speed has been, and is being, compressed by developments in quantum technologies, the cyber domain, artificial intelligence, the increased capabilities of sensors and data collection, as well as new propulsion technologies such as hypersonic designs. Concepts regarding the shape and extent of the battlefield are challenged by the notion of hybrid war and sub-threshold tactics, as well as new domains in which competition is increasing, such as space. Further challenging the shape of the battlefield is the increased development of remote and autonomous warfare. Commercial developments will affect how military production is owned and managed, and how military forces are composed. Thus, a confluence of new technologies exists, combining to create the potential of fundamental transformation at many levels. This wave of technological change has been called the Fourth Industrial Revolution (4IR), characterised by an exponential rather than a linear rate of change, generated by convergence and complementarity of emerging technology domains. These may not affect the fundamental Clausewitzian nature of war, but they will likely affect its character. From a military perspective, the key will be the impact on the speed of operations and on the shape of the operational domain—the factors of time and space. The combination of these shifts will increasingly affect the perception of states and the degree of certainty in approaching and engaging in conflict.

The huge success of personal computing technologies has brought astonishing benefits to individuals, families, communities, businesses, and government, transforming human life, largely for the better. These democratizing transformations happened because a small group of researchers saw the opportunities to convert sophisticated computational tools into appealing personal devices offering valued services by way of easy-to-use interfaces. Along the way, there were challenges to their agenda of human-centered design by: (1) traditional computer scientists who were focused on computation rather than people-oriented services and (2) those who sought to build anthropomorphic agents or robots based on excessively autonomous scenarios. The easy-to-learn and easy-to-use interfaces based on direct manipulation became the dominant form of interaction for more than six billion people. This book gives my personal history of the intellectual arguments and the key personalities I encountered. I believe that the lessons of how the discipline of Human-Computer Interaction (HCI) and the profession of User Experience Design (UXD) were launched can guide others in forming new disciplines and professions. The stories and photos of the 60 HCI pioneers, engaged in discussions and presentations, capture the human drama of collaboration and competition that invigorated the encounters among these bold, creative, generous, and impassioned individuals.

The American economy faces two deep problems: expanding innovation and raising the rate of quality job creation. Both have roots in a neglected problem: the resistance of Legacy economic sectors to innovation. While the U.S. has focused its policies on breakthrough innovations to create new economic frontiers like information technology and biotechnology, most of its economy is locked into Legacy sectors defended by technological/ economic/ political/ social paradigms that block competition from disruptive innovations that could challenge their models. Americans like to build technology "covered wagons" and take them "out west" to open new innovation frontiers; we don't head our wagons "back east" to bring innovation to our Legacy sectors. By failing to do so, the economy misses a major opportunity for innovation, which is the bedrock of U.S. competitiveness and its standard of living. Technological Innovation in Legacy Sectors uses a new, unifying conceptual framework to identify the shared features underlying structural obstacles to innovation in major Legacy sectors: energy, air and auto transport, the electric power grid, buildings, manufacturing, agriculture, health care delivery and higher education, and develops approaches to understand and transform them. It finds both strengths and obstacles to innovation in the national innovation environments - a new concept that combines the innovation system and the broader innovation context - for a group of Asian and European economies. Manufacturing is a major Legacy sector that presents a particular challenge because it is a critical stage in the innovation process. By increasingly offshoring production, the U.S. is losing important parts of its innovation capacity. "Innovate here, produce here," where the U.S. took all the gains of its strong innovation system at every stage, is being replaced by "innovate here, produce there," which threatens to lead to "produce there, innovate there." To bring innovation to Legacy sectors, authors William Bonvillian and Charles Weiss recommend that policymakers focus on all stages of innovation from research through implementation. They should fill institutional gaps in the innovation system and take measures to address structural obstacles to needed disruptive innovations. In the specific case of advanced manufacturing, the production ecosystem can be recreated to reverse "jobless innovation" and add manufacturing-led innovation to the U.S.'s still-strong, research-oriented innovation system.
