This study examines recent developments in the continuing professional education of highly-qualified personnel (such as teachers, engineers, lawyers, physicians, and others), and focuses on their implications for higher education policies. It is a synthesis of the contributions of 17 Organisation for Economic Co-operation and Development (OECD) countries, mainly the industrialized nations of Europe, North America, and East Asia. Chapter 1 examines the changes in demand for continuing education in order to provide a context for considering the development of the various components over the last 20 years and for analyzing the significance of the growth of continuing education within the framework of higher education. Chapter 2 considers what continuing professional education is offered; how it is segmented; and how it functions in formal, non-formal, and commercial sectors; and the roles of public authorities with regard to the market. Chapter 3 is concerned with the consequences and challenges for institutions of higher education, given recent developments in continuing professional education for access, certification, funding, and curbs on development; while Chapter 4 examines the challenges for the future. Today in the United States, the professional health workforce is not consistently prepared to provide high quality health care and assure patient safety, even as the nation spends more per capita on health care than any other country. The focus is not just on current continuing education provisions at higher education institutions but also on the institutions themselves and their surrounding milieu. The study also attempts to move away from a purely national angle and to approach the topic from an international perspective. The conclusion is reached that when it comes to the development, establishment and professional implementation of continuing education provisions, German higher education ins- tutions lag behind the other countries in the comparison in almost all areas. The main ndings in terms of the three levels ‘system’, ‘institution’, and ‘programme’ are summarised below. 1 Continuing Education in the Higher Education System There are considerable divergences, both nationally and internationally, in the d- inition of the German term “wissenschaftliche Weiterbildung” (“academic c- tinuing education”). In the English-speaking world, a variety of terms such as “lifelong learning”, “adult education”, “continuing education”, “continuing higher education”, “university-level continuing education” or “continuing professional development” are often used as synonyms without any precise differentiation – and this is not perceived as a problem.

What does higher education offer to make students competent actors in the world of work and other life spheres? This issue is most controversially debated in economically advanced countries since about four decades when higher education in economically advanced countries began to serve larger ranges of the occupational pyramid than merely the intellectually and professionally chosen few. The author of this volume analyzes a broad range of issues over four decades of his academic career. Employers’ and graduate surveys, secondary analyses of education and employment statistics as well as analyses of policy and academic debates form the basis of the key argument: Neither trust in expectations formulated by employers or in income and status as measures of successful study nor isolated claims for the pursuit of academic knowledge for its own sake and for the critical functions of higher education are a suitable reference frame for understanding the dynamic links between higher education and the world of work. A “match” between the number of graduates and the corresponding positions or between the competences acquired during study and job requirements cannot be expected. Students are more ambitious and strive for a broader range of goals than they can expect to be rewarded. Graduates have to be both highly qualified experts and sceptics as far as conventional wisdom is concerned, and they have to be prepared for indeterminate tasks.
