A Winner of the Educational Award by the World Safety Organization Contractor safety management is often seen as nothing more than a subset of general safety management in that no special consideration needs to be given to understanding the difficulties of the contract environment. This leaves contractors endlessly juggling competing and sometimes contradictory demands made by the principal in the name of safety and health. Instead of managing the work in accordance with the contract and the agreed health and safety management plan, contractors find themselves having to cope with moveable, ever-changing expectations about the way that health and safety is supposed to be managed. Contractor Safety Management explores how the contracting–principal relationship can influence safety outcomes and how a principal's role in "overseeing" the safety performance of its contractors is different from managing safety in its own organization. It brings together perspectives from different disciplines including legal, health and safety management, operational, and contract and procurement management. The editor and chapter authors examine real-life cases, the issues that they present, and the way that safety management was handled. By sharing lessons across disciplines, the book identifies critical issues in contractor safety management and raises awareness of its complexity and importance. It provides wide-ranging and comprehensive insight into the concerns confronting organizations, managers, and safety managers in contracting relationships. Offering guidance on how critical issues might be addressed, the book uses real-life cases to draw conclusions from successes and failures that can guide future contracting strategies for effectively controlling health and safety risks in a contracting environment.

An important part of an organization's overall safety and health program involves safety management for contractors. A contractor with a poor safety program can adversely affect quality, productivity, schedules, and overall cost. This book explains how to manage project safety and improve the odds of an injury-free workplace. If project managers are to apply their judgment wisely, they need to know the rationale for each requirement, and how to implement it. They must know what is to be done, who is to do it, and when and how it should be done. The author considers all these factors. Construction Site Safety addresses the fundamental elements of a successful construction safety program. The author explains the industry trends and best practices that enable job site managers or field engineers to understand the necessary steps to ensure that contractors have and follow safety guidelines. The few models on safety management that are available tend to explain a procedure to manage safety rather than a safety management system. The research carried out here, however, models safety management by transforming a common procedural model (i.e. the HSE's model, 1997) into a functional systems representation. The overall goal of the model is to offer clear graphic lines of influence of its different components on organisational safety. The model is innovative not in the components that it considers but in the representation of those components, which details relative distances between elements and, therefore, opens doors to model-driven hypotheses which account for those distances. Therefore, hypotheses are more accurate in their predictions. This model is firstly explored in the construction sector. Results from this exploratory research support the adequacy of the model to understanding safety management and encourage future research of a more confirmatory nature.

Construction Safety Planning David V. MacCollum Construction Safety Planning is a comprehensive, practical, step-by-step guide for those who design and oversee large and small projects. Designed to facilitate compliance with new OSHA objectives, it presents, for those who are responsible for construction safety, what questions to ask in order to avoid conditions that invite injury or death on site. The book shows how to integrate safety planning into existing design and construction scheduling in order to avoid duplicating paperwork that is normally associated with safety planning. Advice is given on how to involve all supervisory personnel as hazard hunters, so that timely prevention measures can be taken. Author David V. MacCollum is a forty-five-year veteran safety engineer who participated in the development of safety planning concepts used by the U.S. Army Corps of Engineers on big dam projects in the Pacific Northwest during the 1950s. In this clearly written reference he highlights the concepts and practices that reduced construction deaths by 75 percent and are today still enabling the Corps of Engineers to enjoy the same reduction nationwide, when compared to similar work not under its supervision--the end result being savings of several billion dollars each year. The risk of death on the job for construction workers is five times greater than that of the average American worker. A new OSHA era will change that. With this book, everyone working in the field of construction--from design to maintenance--will have the tools and knowledge to make a difference.

This open access book examines the increase in outsourcing, contracting and subcontracting as ways of organising work. It explores the impact of these employment arrangements on public safety, particularly when they are linked to complex supply networks in a range of engineering industries including oil and gas, nuclear power and aviation. The brief provides practical recommendations on how best to manage arrangements that target short-term profitability and also maintain excellence in long-term safety outcomes. The brief is a source of advice for organisations on how to maximise the benefits and minimise long-term system reliability issues that can be introduced by contracting and outsourcing, rather than assuming it to be a wholly negative or positive practice. Contracting and Safety comprises qualitative, empirical studies focusing on high-reliability organisation. As such, this brief provides a rich picture of the experience of working in complex supply chains. It will be of interest to researchers in industrial safety, as well as safety professionals and project managers within engineering industries.
