Al arrancar el siglo XIX, los países de América Latina abrazon el principio de la soberanía popular y la república representativa como forma de gobierno. Si partimos de la experiencia gaditana —sin perder de vista el desigual impacto que tal experiencia tuvo en las diferentes regiones del subcontinente—, podemos decir que nuestra historia electoral tiene ya más de 200 años. De cara a este pasado secular y desde hace ya varias décadas, los estudiosos de la historia política latinoamericana se afanan por dejar atrás los recuentos de fraudes y vicios electorales en favor de una mejor comprensión del significado de los comicios en la construcción de los poderes públicos en nuestros países. También desde hace varias décadas, estos mismos historiadores iniciaron un fructífero diálogo entre sí que ha permitido avanzar en el conocimiento acerca de los procesos de construcción de nuestra cultura electoral. Con este volumen participamos de ese compromiso por entender mejor nuestra historia política y buscamos contribuir a ese dálogo abierto en torno a la historia de la cultura y las prácticas electorales latinoamericanas. Esta obra reúne cinco textos que tocan a la historia electoral y ala representación política de cuatro países: Argentina, Perú, Chile y México. Unos son propositivos análisis historiográficos, otros son análisis empíricos; el conjunto se inscribe fundamentalmente en el siglo XIX, aunque algunos arrancan su análisis en el siglo XVIII tardío y varios se adentran con decisión en el XX. Los autores de estos textos son Marcela Ternavasio, María José Navajas, Macarena Ponce de León, Jesús Cosamalón e Israel Arroyo.

This work originated in a research project for the measurement and analysis of income distribution in the Latin American countries, undertaken jointly by the Economic Commission for Latin America and the World Bank. The present paper presents estimates of the extent of absolute poverty for ten Latin American countries and for the region as a whole in the 1970s, on the basis of available household surveys and population censuses. They are based on country-specific poverty lines representing minimum acceptable levels of private consumption, drawn according to a food-based method. Such poverty lines - ranging from 150 to 250 dollars of annual household consumption per capita - express a normative definition of the absolute dimensions of poverty, partly based on expert appraisals and partly reflecting the actual behavior of low income households facing the life style projected by Latin American development. According to these estimates, 40 percent of Latin American households were poor at the beginning of the 1970s, the incidence of poverty being 26 percent in urban areas and 60 percent in rural areas. Urban poverty extended to more than one-third of urban households in some countries (Brazil, Colombia, Honduras) while affecting between 20 and 30 percent in others (Peru, Mexico, Venezuela), about 15 percent in Costa Rica and Chile and less than 10 percent in Argentina and Uruguay. The extent of poverty in rural areas would not be less than 20 percent in any case and would reach more than 60 percent in some countries. The corresponding poverty gaps were also estimated; in terms of total household income, they may represent manageable proportions (around 2-3 percent) in the better-off countries, but are in the 4-8 percent range in the bigger countries of the region and reach as much as 12 percent in Peru and 17 percent in Honduras.

Tourism and Degrowth develops a conceptual framework and research agenda for exploring the relationship between tourism and degrowth. Rapid and uneven expansion of tourism as a response to the 2008 economic crisis has proceeded in parallel with the rise of social discontent concerning so-called "overtourism." Meanwhile, despite decades of concerted global effort to achieve sustainable development, socioecological conflicts and inequality have rarely reversed, but in fact increased in many places. Degrowth, understood as both social theory and social movement, has emerged within the context of this global crisis. However, thus far the vibrant degrowth discussion has yet to engage systematically with the tourism industry in particular, while, by the same token, tourism research has largely neglected explicit discussion of degrowth. This volume brings the two discussions together to interrogate their complementarity. Identifying a growth imperative in the basic structure of the capitalist economy, the contributors contend that mounting critique of overtourism can be understood as a structural response to the ravages of capitalist development more broadly. Debate concerning overtourism thus offers a valuable opportunity to re-politicise discussion of tourism development generally. Exploring of the potential for degrowth to facilitate a truly sustainable tourism, Tourism and Degrowth will be of great interest to scholars of tourism, environmental sustainability and development.
