Toute de m me, des mesures ont t prises par l'Etat du S n gal pour juguler ces maux travers la loi 96.06 du 06 f vrier 1996 portant sur la d centralisation, qui habilite et invite les collectivit s locales contracter des engagements internationaux avec des collectivit s trang res ou des organismes internationaux. Le choix de l'exemple de la coop ration d centralis e entre la ville de Thi s et celle de Caen en France s'explique plus d'un titre. En effet, fruit de pr s de quarante ann es d'amiti concr tis es en 1992 par la signature officielle d'un jumelage coop ration, les changes techniques et financiers entre Caen et Thi s contribuent de mani re significative dans le d veloppement local de Thi s.

La thèse se propose de faire le bilan de l'apppui de la coopération décentralisée au processus de décentralisation en Afrique subsaharienne. Il s'agit à la fois d'examiner les conditions satisfaisantes pour que la coopération décentralisée ait des effets positifs et de relever les obstacles. Après avoir présenté l'état de la décentralisation en Afrique subsaharienne, la thèse analyse dans une première partie la nécessité de la restructuration de l'aide au développement pour refonder l'Etat, et dans une seconde partie la coopération décentralisée comme un outil essentiel pour le processus de décentralisation. Si la décentralisation est imposée à l'Afrique subsaharienne par les partenaires au développement, ceux-ci doivent restructurer leur mécanisme de financement et adapter leur environnement juridique pour atteindre les objectifs assignés : le développement local et la démocratie locale. Les ambitions de la coopération décentralisée -notion de partenariat et d'approche globale créent des attentes des collectivités locales du Sud auxquelles la réalité des actions menées et des moyens humains mis à leur disposition ne répondent pas. Au regard de certaines expériences, l'impact qualitatif et quantitatif de la coopération décentralisée au processus de décentralisation reste modeste.
