Twelve years after the wars ended, the country of Lebanon entered a state of limbo. It was no longer in the center of the Middle Eastern conflicts, yet it remained under the impact of the region's conflicts. Ethno-religious communities persisted, with a modernization of their co-existence. However, the entrepreneurial middle classes had become weakened by emigration, and social cleavages deepened. Considerable achievements in reconstruction were followed by economic stagnation. The danger of authoritarianism by diffusion could not be overlooked. Lebanon experienced serious instability and ethno-national conflict following the Syrian withdrawal in 2005, compounded by the Arab Spring, which led to regional instability and civil war in Iraq and Syria. Why did consociational democracy fail? Was failure inevitable? What impact could external powers play in creating an environment where consociationalism might be successfully implemented? This book addresses these key questions and provides a comprehensive analysis of how internal and external elite relations influence the chances of a successful regulation of ethno-national conflict through power-sharing. Exploring the roles played by Syria, Qatar, Iran, Saudi Arabia, the United States and France, it argues that external actors in the Lebanese conflict largely determined whether power-sharing was successfully established and shows that the consociational democratic model cannot provide long-term conflict regulation in their absence. The author argues that relationships between internal and external actors determine the prospects for successful conflict regulation and pinpoints the crucial role of the external forces in the creation of power-sharing agreements in Lebanon concluding that future success is dependent on the maintenance of positive, exogenous pressures. Religion is considered a key predictor of volunteering: the more religious people are, the more likely they are to volunteer. This positive association enjoys significant support in current research; in fact, it could be considered the ‘default perspective’ on the relationship between both phenomena. In this book, the authors claim that, although the dominant approach is legitimate and essential, it nonetheless falls short in grasping the full complexity of the interaction between religion and volunteering. It needs to be recognized that there are tensions between religion and volunteering, and that these tensions are intensifying as a result of the changing meaning and role of religion in society. Therefore, the central aim and contribution of this book is to demonstrate that the relationship between religion and volunteering is not univocal but differentiated, ambiguous and sometimes provocative. By introducing the reader to a much wider landscape of perspectives, this volume offers a richer, more complex and variable understanding. Apart from the established positive causality, the authors examine tensions between religion and volunteering from the perspective of religious obligation, religious change, processes of secularization and notions of post-secularity. They further explore how actions that are considered altruistic, politically neutral and motivated by religious beliefs can be used for political reasons. Political Culture and Conflict Resolution in the Arab MIddle East develops a method for examining the explanatory capacity of political culture in relation to the issues of civil war and conflict resolution in Lebanon and Algeria. How perception, shaped by values and assumptions, affects political behaviour presents scholars with potentially valuable but also dangerous possibilities. Namely, seeking to explore the explanatory capacity of the nebulous concept of political culture can prospectively lead to the cul de sacs of essentialism or relativism. In an attempt to engage with the concept of political culture, this book develops a method for examining the explanatory capacity of political culture in relation to the issues of civil war and conflict resolution in Lebanon and Algeria. Applying strict limits on the implementation of political culture in an explanatory capacity, namely its role as a secondary, relational and comparative concept, this book demonstrates how political culture operates to shape the form and affect the legitimacy of conflict resolution processes. This is applied to two peace agreements, Lebanon's Taef Agreement and Algeria's Civil Concord. Here. the importance of 'contextuality' is emphasised in developing a space where political culture can provide explanatory capacity whilst remaining connected to 'macro' theoretical concepts.

Is democracy possible only in homogeneous societies? Does heterogeneity - clude a stable democracy? Throughout history, ethnic, linguistic, or religious homogeneity whether by circumstance, coercion, or choice, has seemingly been conducive to democracy. In France, democracy was established after the impo- tion of religious uniformity and the revocation of the Edict of Nantes. The United States pulled in immigrants who renounced their original affiliations to forge a new identity in a newly born state. Still, defying assumptions, democracies have emerged in heterogeneous states such as the Swiss Confederation, the Successor States of the Holy Roman Empire and, later, those carved out of the previous colonial empires. One common feature is the failure of – often violent – attempts to enforce homogeneity, or the lack of any such attempt in the first place. In the course of time, these divided societies have learned to live in diversity, to pacify their differences, and to find a path - wards peace or at least accommodation. In sum, they went beyond forms of se- rating powers to sharing power. Whether defined by ethnicity, language, religion, or even ideology, communities agreed to a pact on participating in a joint gove- ment based on proportional or even equal representation. It is noteworthy that political systems based on power-sharing were long marg- al in mainstream political science which laid an emphasis on democratic tran- tions in homogeneous societies and on socio-economic or cultural prerequisites that facilitate the rise of democracy.
