Contemporary society very often asks of individuals and/or corporate entities that they perform actions connected in some way with the immoral actions of other individuals or entities. Typically, in the attempt to determine what would be unacceptable cooperation with such immoral actions, Christian scholars and authorities refer to the distinction, which appears in the writings of Alphonsus Liguori, between material and formal cooperation, the latter being connected in some way with the cooperator's intention in so acting. While expressing agreement with most of Alphonsus's determinations in these regards, Cooperation with Evil also argues that the philosophical background to these determinations often lacks coherence, especially when compared to related passages in the writings of Thomas Aquinas. Having compared the philosophical approaches of these two great moralists, Cooperation with Evil then describes a number of ideas in Thomas's writings that might serve as more effective tools for the analysis of cases of possible immoral cooperation. The book also includes, as appendixes, translations of relevant passages in both Alphonsus and Thomas.

Rethinking Cooperation with Evil: A Virtue-Based Approach applies Thomistic virtue theory to today's most challenging questions of cooperation with evil. Clear ideas about cooperation with evil have never been more urgently needed than in the modern world. Nonetheless, confusion still surrounds what has been called the most difficult problem in moral theology. Evaluating the responsibility of a cooperating agent requires understanding the nature of moral evil, the definition of an act's object, and the relevance of both circumstances and consequences. The author presents the history of the issue from the 17th to the 20th century by following the debate about the Servant and the Ladder, a proposition condemned as laxist by Bl Pope Innocent XI. Cummings shows that no thinker has managed to address the question satisfactorily, not even St Alphonsus Liguori, who expended "great effort" and is often credited with having settled the matter. With the help of British analytic philosophy, especially the work of G. E. M. Anscombe, and recent contributions to action theory, which complement the clarifications of Pope St John Paul II, the author proposes a new solution to the centuries-old conundrum. While indeed a novel approach, it is, at the same time, a call to recapture the wisdom of the pre-Reformation Catholic moral tradition.

How do states overcome problems of collective action in the face of human atrocities, terrorism and the threat of weapons of mass destruction? How does international burden-sharing in this context look like: between the rich and the poor; the big and the small? These are the questions Marina E. Henke addresses in her new book Constructing Allied Cooperation. Through qualitative and quantitative analysis of 80 multilateral military coalitions, Henke demonstrates that coalitions do not emerge naturally. Rather, pivotal states deliberately build them. They develop operational plans and bargain suitable third parties into the coalition, purposefully using their bilateral and multilateral diplomatic connections—what Henke terms diplomatic embeddedness—as a resource. As Constructing Allied Cooperation shows, these ties constitute an invaluable state capability to engage others in collective action: they are tools to construct cooperation. Pulling apart the strategy behind multilateral military coalition-building, Henke looks at the ramifications and side effects as well. As she notes, via these ties, pivotal states have access to private information on the deployment preferences of potential coalition participants. Moreover, they facilitate issue-linkages and side-payments and allow states to overcome problems of credible commitments. Finally, pivotal states can use common institutional contacts (IO officials) as cooperation brokers, and they can convert common institutional venues into fora for negotiating coalitions. The theory and evidence presented by Henke force us to revisit the conventional wisdom on how cooperation in multilateral military operations comes about. The author generates new insights with respect to who is most likely to join a given multilateral intervention, what factors influence the strength and capacity of individual coalitions, and what diplomacy and diplomatic ties are good for. Moreover, as the Trump administration promotes an "America First" policy and withdraws from international agreements and the United Kingdom completes Brexit, Constructing Allied Cooperation is an important reminder that international security cannot be delinked from more mundane forms of cooperation; multilateral military coalitions thrive or fail depending on the breadth and depth of existing social and diplomatic networks.
