Durante las primeras dos décadas del siglo, la economía de la República Dominicana experimentó tasas de crecimiento positivas por encima del promedio alcanzado por los países de la región. Durante ese mismo periodo, el sector agropecuario experimentó una tasa promedio de crecimiento anual positiva, pero a un ritmo menor que otras actividades económicas. Para el período 2011-2015, la tasa anual promedio del PIB agrícola fue de 4,39%. Las exportaciones de productos agrícolas en la República Dominicana han aumentado en los últimos 15 años alcanzando un valor de US$2.647 millones en el año 2015 y representando más del 25% del total de las exportaciones. El sector genera un 12,81% del número total de puestos de trabajo entre la población económicamente activa del país, estimándose en unas 552.000 personas para el año 2015. Este documento analiza la estructura de las políticas agropecuarias implementadas en la Republica Dominicana hasta el año 2015, utilizando la metodología de Estimados de Apoyo al Productor. Además, estima las emisiones de gases de efecto invernadero asociadas a estas medidas de política. El Gobierno apoya las actividades agropecuarias a través de: a) financiamiento; b) apoyo a la producción vía los servicios de preparación de tierras y distribución de semillas; c) apoyo a la comercialización de la producción; d) concesiones fiscales; y e) protección del mercado interno vía el establecimiento de medidas arancelarias y contingentes. Por otro lado, el sector agropecuario contribuye a la emisión de GEI principalmente por seis fuentes: la fermentación entérica, el estiércol, el cultivo de arroz, los suelos agrícolas, la quema de sabanas y la quema en campo de rastrojos agrícolas. Los que más contribuyeron a la emisión de GEI son la fermentación entérica de animales, el manejo del estiércol y el cultivo de arroz. En marzo del 2007, entró en vigencia el DR-CAFTA, firmado entre Centroamérica, la República Dominicana y los Estados Unidos en el año 2004. El documento analiza también el desempeño del sector agropecuario de República Dominicana en el marco del acuerdo. En el período 2006-2015, se observa una reducción del déficit en la balanza comercial agroalimentaria y las exportaciones agrícolas crecen a una tasa anual del 10,9%, frente al 4,7% de las exportaciones totales, pasando de US$753 millones en 2005 a US$2.021 en 2015. Sin embargo, se mantienen altas tasas de protección nominal para algunos rubros, que deberán desaparecer de acuerdo a la estipulado en el tratado del DR-CAFTA.
