Sudan’s conflict, reignited in April 2023, represents not just a military contest between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), but a total systemic collapse that has engulfed governance, infrastructure, markets, and public services. This conflict did not arise in a vacuum. Sudan has long faced structural vulnerabilities including weak institutions, a fragile economy, and climate-related stressors such as erratic rainfall and land degradation. The war, however, accelerated these pre-existing fault lines into a full-blown crisis. Key urban economies such as Khartoum have been devastated by airstrikes and sieges, while transport corridors and trade routes have been severed. Local governance structures in many regions have been displaced or dissolved, leaving civilians without recourse to basic services or protection. Simultaneously, the banking sector has fractured, disrupting remittances, cash transfers, and supply chains across the country. Insecurity has driven over 12.8 million people from their homes – 8.6 million internally and 3.9 million seeking refuge neighboring countries, as of May 2025 (UNHCR, 2025).

This is the twelfth update of the Monitoring food security in food crisis countries and territories with conflict situations. Through this report, the Food and Agriculture Organization of the United Nations (FAO) and the World Food Programme (WFP) inform the United Nations Security Council (UNSC) members on acute food insecurity situations, livelihood disruptions and the need for humanitarian assistance in countries affected by conflict and insecurity, where access to populations in need is often challenging. This issue focuses on the following countries: Afghanistan, Burkina Faso, Cameroon, the Central African Republic, Chad, the Democratic Republic of the Congo, Ethiopia, Haiti, Mali, Mozambique, Myanmar, the Niger, Nigeria, Palestine, Somalia, South Sudan, the Sudan, the Syrian Arab Republic and Yemen. In 2004, the UN’s Humanitarian Coordinator for Sudan called Darfur the world’s worst humanitarian crisis. A comprehensive food aid programme soon followed, at the time the largest in the world. Yet by 2014, while the crisis continued, international agencies found they had limited access to much of the population, with the Sudanese regime effectively controlling who received aid. As a result, acute malnutrition remains persistently high. Food Aid in Sudan argues that the situation in Sudan is emblematic of a far wider problem. Analysing the history of food aid in the country over fifty years, Jaspars shows that such aid often serves to enrich local regimes and the private sector while leaving war-torn populations in a state of permanent emergency. In Africa, women are critical agents of change in the fight against rural poverty, hunger and malnutrition. They are the backbone of their households, communities, and rural economies covering important roles in food production, processing and marketing, and also in the nutrition of the family. However, with food systems rapidly modernizing and dramatic effects of climate change and environmental degradation becoming the “new normal”, they continue to face multiple challenges due to persisting gender discriminations. Over the years, remarkable political commitments to improve women’s condition and status have been made, but substantial gender gaps still remain in the access and control over productive resources and assets, services and markets. Overcoming these challenges will require addressing the root causes of gender inequalities through innovative and gender-transformative approaches. According to FAO’s latest estimates (SOFI, 2019), the number of people suffering from hunger has been rising. Just this trend - and the awareness that we lost a decade of progress - is sufficient to underscore the immense challenge of achieving the Zero Hunger target by 2030. The situation is most alarming in sub-Saharan Africa, where the number of undernourished people has steadily increased since 2014, to 237 million in 2018. These findings are in line with the 2019 SDG report. It shows that we are still lagging behind in achieving the SDGs as the global response has not been ambitious enough.

In the current edition of a regular joint bi-yearly report, the Food and Agriculture Organization of the United Nations (FAO) and the World Food Programme (WFP) warn that acute food insecurity is projected to worsen in 16 hunger hotspots, including a total of 14 countries and two regional clusters which comprise 8 countries, during the outlook period from November 2024 to May 2025.The Sudan, Palestine, South Sudan, Haiti and Mali remain hotspots at the highest concern level, while Chad, Lebanon, Myanmar, Mozambique, Nigeria, the Syrian Arab Republic and Yemen are classified as hotspots of very high concern. Since the May 2024 edition, Kenya, Lesotho, Namibia and the Niger have been added to the hunger hotspots list, while Burkina Faso, Ethiopia, Malawi, Somalia, Zambia and Zimbabwe remain designated as hunger hotspots.Immediate and scaled-up assistance is crucial in all 16 hunger hotspots to protect livelihoods and improve access to food. This report outlines country-specific recommendations for urgent emergency responses, as well as anticipatory actions to meet existing humanitarian needs and implement short-term protective interventions before new crises emerge.The report focuses on the most severe and deteriorating acute hunger situations, but it does not represent all countries/territories experiencing high levels of acute food insecurity.

The situation in South Sudan has proven to be unpredictable and volatile. New hotspots of violent conflict and civil unrest have continued to emerge and levels of severe acute food insecurity have become progressively worse. In addition to years of fighting and political instability, the country faces natural hazards, disease and pests, such as the desert locust, and the coronavirus disease 2019 (COVID-19) pandemic. Collectively, these risks have had and continue to have a catastrophic impact on the lives and livelihoods of South Sudanese, the majority of whom rely on agriculture, livestock, forestry and fisheries as their main source of income. To respond to humanitarian needs, the Food and Agriculture Organization of the United Nations (FAO) has launched the latest iteration of its Emergency Livelihood Response Programme (ELRP) in South Sudan, which was first introduced in early 2014. The document presents the multiyear Programme for 2021–2023 and outlines how FAO aims to save lives, to enhance households' livelihoods and own food production, and to improve their resilience to future shocks. FAO revises its strategy each year to address the ever-emerging challenges facing food security and agriculture, integrate lessons learned and adapt modalities to the prevailing situation.

The resilience of communities in South Sudan has declined and continued to be eroded since the eruption of conflict in late 2013. Compounded by repeated outbreaks of violent conflict, the deterioration of the food security situation and subsequent economic shocks have negatively affected households’ coping capacities and livelihoods. Communities dependent on agriculture have seen their productive assets depleted, looted and destroyed, limiting their ability to recover and increasing their reliance on external aid. At the time of writing this Strategy, two thirds of the population cannot access the food needed to cover their daily needs. The FAO Resilience Strategy 2019–2021 lays the foundation for a multi-track approach to strengthening resilience, depending on needs, vulnerability and access. Drawing from the experience gained from implementing the previous FAO Resilience Strategy (2016–2018), FAO has incorporated lessons learned, as well as the latest knowledge in the field of resilience, while responding to the changing context and priorities in South Sudan. This Strategy seeks to strengthen the foundation of FAO’s resilience activities in South Sudan, and will guide the design of FAO programmes to enhance their relevance, efficiency, effectiveness and impact.
