Cops, Soldiers, and Diplomats is an exceptionally clear exposition of bureaucratic behavior amongst various agencies as each responded to the challenges of the War on Drugs. Chapter by chapter, author Tony Payan exposes the bureaucratic imperatives of the numerous agencies waging the drug war, uncovering some of the fundamental structural reasons why this war could not succeed within the United States: fragmentation, competition, duplication, jealousy, turf-wars, information hiding, and ultimate failure. Payan's work will be certain to find an audience with politicians and policy makers, students of sociology and criminology, and any one interested in the drug war.

United Nations peacekeeping troops, or 'Blue Helmets,' were first deployed in 1956 to oversee the withdrawal of French, British, and Israeli forces from the Suez Canal. Canadian Lester B. Pearson was awarded the Nobel Peace Prize the following year for proposing this solution to the Suez crisis. Now forty years later, United Nations peacekeepers play a very different role from that of Pearson's lightly armed 'soldier-diplomats.' In June 1997, there were only seven UN missions in which the Blue Helmets were acting as true peacekeepers; another ten missions placed the Blue Helmets in civil conflicts where their roles ranged from evacuating threatened groups to organizing elections, and their tasks were much more dangerous. Jocelyn Coulon draws his experiences visiting nine peacekeeping missions, including Cambodia, Bosnia, and Somalia, at a pivotal point in UN history, when the UN troops were increasingly acting as warriors of a new world order. He raises important questions: How can the UN distinguish its objectives from the interests of the great powers? Could - and should - the UN maintain an independent army? How can the pitfalls encountered by the peacekeepers in Somalia and Bosnia be avoided? Finally, Coulon urges a return to the original, though less spectacular, role of the UN soldiers: keeping the peace where peace is really the goal of the parties involved. Soldiers of Diplomacy was first published in French in 1994; this new English edition has been updated to reflect recent events. The result of interviews with dozens of soldiers, officers, and officials involved in peacekeeping activities, it is a unique and thought-provoking investigation of UN peacekeeping.

This monograph examines the value added to the U.S. Army by sending officers to foreign staff colleges. It argues that the U.S. Army should educate more of its best field grade officers abroad to gain worldly, contextual intelligence. Ultimately, a foreign staff college experience, preceded by the U.S. Army's Command and General Staff College resident course, will develop better strategic thinkers and leaders. In this research, General Albert C. Wedemeyer's personal archives at Stanford University provide keen insight into the strategic contribution officers educated abroad can have on national security. Next, a survey of U.S. Army officers who graduated from a foreign staff college in the last ten years confirms several valuable aspects of an overseas education, and identifies areas of the program to improve. Finally, this monograph recommends increasing the available opportunities for U.S. Army officers to attend foreign staff colleges, with a weighted priority in Asia and Europe. It also recommends sending the top 10% of each year's graduating CGSC class, approximately 100 officers, to foreign language training followed by a foreign staff college education. This benefits the U.S. Army by growing the pool of organizational leaders who can readily contextualize the challenges of a complex world beyond American borders. The U.S. Army officer Professional Military Education (PME) system underscores the organization's investment in its people. Scholarships are available to four-year universities and military academies, civilian graduate schools, and a plethora of other educational opportunities during a typical twenty-year career. Why does the Department of Defense choose to spend millions of dollars to educate officers beyond the training required for managing violence in warfare? The answer, perhaps, lies in the Army's role in American foreign policy and national security in a complex world. America exports its values, both in times of war and peace, through the U.S. Army's presence around the world. The global audience may form its opinion of America through interactions with soldiers stationed permanently, or temporarily, abroad. Therefore, the actions of U.S. servicemen and women abroad have the potential to affect national security interests worldwide, and also leave an enduring impression of American power in the minds of others. Perhaps one way of positively influencing the strategic narrative and cultivating American power abroad is through a more deliberate investment in the education of U.S. Army officers based on the potential for strategic return. The purpose of this study is to investigate this dynamic by assessing an important aspect of the officer education system: The attendance of U.S. Army officers at foreign military staff colleges.

Soldiers and Diplomacy addresses the key question of the ongoing role of the military in BurmaÍs foreign policy. The authors, a political scientist and a former top Asia editor for the BBC, provide a fresh perspective on BurmaÍs foreign and security policies, which have shifted between pro-active diplomacies of neutralism and non-alignment, and autarkical policies of isolation and xenophobic nationalism. They argue that important elements of continuity underlie BurmaÍs striking postcolonial policy changes and contrasting diplomatic practices. Among the defining factors here are the formidable dominance of the Burmese armed forces over state structure, the enduring domestic political conundrum and the peculiar geography of a country located at the crossroads of India, China and Southeast Asia. Egreteau and Jagan argue that the Burmese military still has the tools needed to retain their praetorian influence over the countryÍs foreign policy in the post-junta context of the 2010s. For international policymakers, potential foreign investors and BurmaÍs immediate neighbors, this will have strong implications in terms of the countryÍs foreign policy approach.
