This research report presents the findings of a broad survey of corporate security programs conducted by the Security Executive Council’s Security Leadership Research Institute (SLRI). The researchers' objective was to benchmark the state of the security industry in terms of organizational structure, budget, staff resources, board-level risk concerns, program drivers, and services provided. The level of responsibility each respondent reported for a list of 30 security programs or services is also compared across several organizational categories. This report can be used by security professionals for introspective analysis of the security team within their organizations, external review of the ways in which other organizations approach risk management, internal justification of security budgets and initiatives, and for performance metrics. Corporate Security Organizational Structure, Cost of Services and Staffing Benchmark is a part of Elsevier’s Security Executive Council Risk Management Portfolio, a collection of real world solutions and "how-to" guidelines that equip executives, practitioners, and educators with proven information for successful security and risk management programs. Summarizes the key findings of a large survey on security programs conducted by the Security Executive Council’s Security Leadership Research Institute (SLRI) Breaks down survey responses by organization size, scope of responsibility, industry, and more in easy-to-read charts and tables Provides invaluable insight into other organizations’ existing security programs and services

Challenges to security and human rights involving extractive and other industries are addressed in a framework known as business and human rights (BHR), which shares many challenges and goals with SSR. This paper describes the grounds where BHR and SSR coincide in principles, actors and activities and which synergies can be built on that base. Opportunities for bridging BHR and SSR are drawn from a systematic comparison of case studies on Guinea, Colombia and Papua New Guinea. BHR and SSR should ideally cohere instead of collide.

Challenges to security and human rights involving extractive and other industries gave rise to an evolving framework of policy, standards and good practice generally known as business and human rights (BHR). Problems with inefficient and unaccountable security institutions are addressed by security sector reform (SSR). From an empirical perspective – the view from the often mutual operating grounds of BHR and SSR – both approaches share many challenges, as well as end goals. It is thus striking that only on rare occasions are challenges in governance of the security sector addressed upfront as problems of poor resource governance, and vice versa. This paper describes the grounds where SSR and BHR coincide in principles, actors and activities, and which synergies can be built on that base. It makes the business case for SSR, and the SSR case for business. The paper assesses how SSR can channel resources and know-how from business to address critical challenges related to ownership, capacity and sustainability of reform processes. Opportunities for bridging BHR and SSR are drawn from a broad range of policy and guidance, and by looking at lessons from case studies on Guinea, Colombia and Papua New Guinea. SSR and BHR should not collide; ideally, they should cohere. A variety of multistakeholder initiatives open new opportunities to bring this about, with particular relevance to SSR in extractive environments. The overall conclusion, supported by practical propositions for implementation, is that the existing policies and standards in SSR and BHR already allow, and call for, a less rigid approach to the challenges addressed in both fields.
