A bold new approach to combatting the inherent corruption of representative democracy This provocative book reveals how the majority of modern liberal democracies have become increasingly oligarchic, suffering from a form of structural political decay first conceptualized by ancient philosophers. Systemic Corruption argues that the problem cannot be blamed on the actions of corrupt politicians but is built into the very fabric of our representative systems. Camila Vergara provides a compelling and original genealogy of political corruption from ancient to modern thought, and shows how representative democracy was designed to protect the interests of the already rich and powerful to the detriment of the majority. Unable to contain the unrelenting force of oligarchy, especially after experimenting with neoliberal policies, most democracies have been corrupted into oligarchic democracies. Vergara explains how to reverse this corrupting trajectory by establishing a new counterpower strong enough to control the ruling elites. Building on the anti-oligarchic institutional innovations proposed by plebeian philosophers, she rethinks the republic as a mixed order in which popular power is institutionalized to check the power of oligarchy. Corruption: A Study in Political Economy focuses on the problem of corruptions in political economy and functional bribery. This book is organized into four parts encompassing 11 chapters. Chapters 2 to 4 deal with the fundamental relationship among voters, legislators, and interest groups, as well as the role of the government bureaucracy in shaping legislative choices. Chapters 5 illustrates the basic relationships with an analysis of a monopolistic government official charged with allocating a benefit through a queuing system, while Chapter 6 retains the assumption of a single official with monopoly power but moves beyond the queuing model to consider alternative sanctioning strategies, a wider variety of bureaucratic tasks, and bribers who may be competitively or monopolisticly organized. Chapters 7 and 8 explore the potential of a system where officials are permitted to compete with one another in processing applications for governmental benefits. Under this system, an individual or firm rejected by one official can seek the benefit from other bureaucrats. Chapter 9 introduces a final administrative variable into the analysis, while Chapter 10 discusses the governmental corruption to analogous corrupt activities entirely within the private sector. Lastly, Chapter 11 looks into the relation between corruption and democratic theory, the possibility of reforming corrupt bureaucracies, and the link between economics and morality. This paper argues that corruption patterns are endogenous to political structures. Thus, corruption can be systemic and planned rather than decentralized and coincidental. In an economic system without law or property rights, a kleptocratic state may arise as a predatory hierarchy from a state of pure anarchy. A dictator minimizes the probability of a palace revolution by creating a system of patronage and loyalty through corrupt bureaucracy. Competitive corruption patterns are associated with anarchy and weak dictators, while strong dictators implement a system of monopolistic corruption. Efforts at public sector reform may meet resistance in countries featuring such systemic corruption.

Corruption is neither a private problem nor a peccadillo. Corruption can be deadly, for instance if poor quality parts are installed in planes, if development funds for the hungry are diverted for private use, or if the drinking water supply is overpriced due to corruption and as a result the poor can not afford it. Corruption affects everyone, or at least a great many, even if they do not usually immediately notice or know it. Everyone is affected, but the poorest of the poor worldwide are the most affected, for example when crucial funds are lacking for drinking water or medical care. The World Bank estimates that more than a trillion dollars flow into corrupt channels every year. Eradicating the most extreme poverty (people living on less than $1.25 a day) would cost an estimated $60 billion a year. In large-scale industrial projects, even within Germany, Austria and Switzerland, there is a rumour that 3 percent of the contract value is bribe money. International managers assume that corruption increases project costs by an average of 10 percent, but it might well be as high as 25 percent. This book gives a global overview on corruption, describes its different forms and effects and argues how and why corruption should be combatted by all means. It includes more than a hundred of brief examples of corruption from the German speaking countries as well as worldwide.
