The book provides an institutional, historical, and sectorial analysis of Argentina’s structural corruption. Looking back over the last 200 years, the book demonstrates that Argentina has historically addressed corruption through ineffective debates between public-private biases or a cultural-criminal approach reinforced by modernization theory, neither of which have helped tackle the problem. Instead, Volosin proposes meaningful institutional reforms to reduce opportunities for corruption and to increase monitoring incentives and capabilities. The book argues that political economy hindrances for reform are as significant as reform itself and shows that in times of crisis or scandal, the need to move quickly to satisfy citizen demands forces politicians to promote unplanned changes that lack real teeth. Moreover, the machine’s reach over most public and private actors precludes regime-undermining reform, which is precisely what is needed to meaningfully attack entrenched structural corruption. In order to combat serious deficits in the public procurement regime, Volosin recommends a micro-sectorial analysis of government procurement, supported by an innovative human rights strategy to help measure and disclose corruption’s hidden social cost, raise awareness, integrate vulnerability criteria into the fight against corruption, and employ local, regional, and international litigation and monitoring tools to compel the political branches to perform structural change. This innovative exploration into corruption in Argentina will be of interest to researchers working on public policy, administrative law, anticorruption studies, law and development, and governance both in Argentina, and beyond.

Indeed, it has affected so many state functions, that it is highly probable that distrust will grow and social capital will be eroded, with the risk that the State itself will collapse into disorder and social conflict, bringing significant and long-term economic and social implications that will obstruct the fulfillment of any agreement that might be reached to renegotiate its debt. Therefore, technical evaluations to support the economic program cannot omit their due assessment on the matter. This will contribute to ensuring that the reputation of the government agencies and the legitimate interests of the Argentina Republic are protected. Why has Argentina failed so spectacularly, both economically and politically? It is a puzzle because the country seemed to have all the requirements for greatness, including a well-established middle class of professionals. Its failure raises the specter that other middle-class societies could also fail. In Argentina, MacLachlan delivers history with a plot, a sense of direction and purpose, and fascinating conclusions that reveal a much more complex picture of Argentina than one might have had in mind prior to reading this book. Argentina traces the roots of the nation from the late colonial period to the present, and examines the impact of events that molded it: the failure of political accommodation in 1912, the role of the oligarchy, the development of a middle class, gender issues, the elaboration of a distinct culture, the era of Peron, the army, and the dirty war. The conclusion suggests the reasons for the nation's difficulties. The IMF, World Bank, and international financial markets play a role, but so does a high level of political corruption and mismanagement of the economy that emerged from political and economic failure. Juan and Eva Peron tried to override politics to create an economic and social balance between urban labor and agriculture interests, but failed. The dirty war arose from that failure. Nationalism forged a culture of victimization and resentment that continues to this day. Laying aside standard explanations, MacLachlan presents a portrait of Argentina that emphasizes the role of a destructive nationalism—and a form a corruption that turns citizens into clients.
