This volume presents a fresh picture of the historical development of “conservatism” from the late 17th to the early 20th century. The book explores the broader geographies and transnational dimensions of conservatism and counterrevolution. The contributions show how counterrevolutionary concepts did not emerge in isolation, but resulted from the interplay between ideas, media, networks, and institutions. Like 19th-century liberalism and socialism, conservatism was the product of traveling ideas and people. This study describes how exile, mobility, and international sociability shaped counterrevolutionary identities. The volume presents case studies on the intersection of political philosophy, scholarly practices, international politics, and governmental bureaucracies. Peter Viereck, poet and historian, is one of the principle theoreticians of conservatism in modern American political thought. In this classic work, Viereck undertakes a penetrating and unorthodox analysis of that quintessential conservative, Prince Metternich, and offers evidence that cultural and political conservatism may perhaps be best adapted to sustain a free and reasonable society.According to Viereck's definition, conservatism is not the enemy of economic reform or social progress, nor is it the oppressive instrument of the privileged few. Although conservatism has been attacked from the left and often discredited by exploitation from the right, it remains the historic name for a point of view vital to contemporary society and culture. Divided into three parts, the book opens with a survey of conservatism in its cultural context of classicism and humanism. Rejecting the blind alley of reaction, Viereck calls for a discriminating set of principles that include preservation through reform, self-expression through self-restraint, a fruitful nostalgia for the permanent beneath the flux, and a preference for historical continuity over violent rupture.Viereck locates our idea of Western political unity in Metternich's Concert of Europe whose goal was a cosmopolitan Europe united in peace. This ideal was opposed by both the violent nationalism that resulted in Nazism and the socialist internationalism that became a tool of Soviet Russian expansionism. While not ignoring the extremely negative aspects of Metternich's legacy, Viereck focuses on his attempts to tame the bellicosity of European nationalism and his little-known efforts to reform and modernize the Hapsburg Empire.

Globalization has been contested in recent times. Among the critical perspectives is cosmopolitanism. Yet, with the exception of normative theory, international relations as a field has ignored cosmopolitan thinking. This book redresses this gap and develops a dialogue between cosmopolitanism and international relations. The dialogue is structured around three debates between non-universalist theories of international relations and contemporary cosmopolitan thought. The theories chosen are realism, (post-)Marxism and postmodernism. All three criticize liberalism in the international domain, and, therefore, cosmopolitanism as an offshoot of liberalism. In the light of each school's respective critique of universalism, the book suggests both the importance and difficulty of the cosmopolitan perspective in the contemporary world. Beardsworth emphasizes the need for global leadership at nation-state level, re-embedding of the world economy, a cosmopolitan politics of the lesser violence, and cosmopolitan political judgement. He also suggests research agendas to situate further contemporary cosmopolitanism in international relations theory. This book will appeal to all students of political theory and international relations, especially those who are seeking more articulation of the main issues between cosmopolitanism and its critics in international relations.

Contemporary Europe seems to be divided between progressive cosmopolitans sympathetic to the European Union and the ideals of the Enlightenment, and counter-enlightened conservative nationalists extolling the virtues of homelands threatened by globalised elites and mass migration. This study seeks to uncover the roots of historically informed ideas of Europe, while at the same time underlining the fundamental differences between the writings of the older counter-revolutionary Europeanists and their self-appointed successors and detractors in the twenty-first century. In the decades around 1800, the era of the French Revolution, counter-revolutionary authors from all over Europe defended European civilisation against the onslaught of nationalist revolutionaries, bent on the destruction of the existing order, or so they believed. In opposition to the new revolutionary world of universal and abstract principles, the counter-revolutionary publicists proclaimed the concept of a gradually developing European society and political order, founded on a set of historical and - ultimately divine - institutions that had guaranteed Europe's unique freedom, moderation, diversity, and progress since the fall of the Roman Empire. These counter-revolutionary Europeanists drew on the cosmopolitan Enlightenment and simultaneously criticized its alleged revolutionary legacy. Throughout the nineteenth and twentieth centuries, these ideas of European history and civilisation were rediscovered and adapted to new political contexts, shaping in manifold ways our contested idea of European history and memory until today.

This volume explores the relevance of decline within the republican tradition. While scholarship on republicanism thrives, the idea of decline, which has been prominent in republican theory since antiquity, has received relatively little attention.
