Understanding world politics today means acknowledging that the state is no longer the only actor in international relations. The interstate system is increasingly challenged by new transnational forces and institutions: multinational companies, cross-border coalitions of social interest groups, globally oriented media, and a growing number of international agencies. These forces increasingly influence interstate decisions and set the agenda of world politics. Though these phenomena have been discussed in the recent literature of international relations, little attention has been given to their impact on political life within and between communities. This book aims to explore the changing meaning of political community in a world of regional and global social and economic relations. The authors of the essays in this volume, who reflect a variety of academic disciplines, reconsider some of the key terms of political association, such as legitimacy, sovereignty, identity, and citizenship. Their common approach is to generate an innovative account of what democracy means today and how it can be reconceptualized to include subnational as well as transnational levels of political organization. Inspired by Immanuel Kant’s cosmopolitan principles, the authors conclude that favorable conditions exist for a further development of democracy--locally, nationally, regionally, and globally.

(ibid. 2003: 1). It has to be noticed that this economic globalization “would affect not only production, finance, technology, media and fashion, but also the international political system, leading also to a globalization of democracy“ (Archibugi 2004: 438) Here it is important to note, that on the one hand I support the claim that the ideas of democracy are globalized, on the other hand , however, there has to be kept in mind, the constraint that democracy is only global as a formal or structural blueprint. The flexible characteristics and focuses of democracy differ in many ways; therefore it is not possible to state that an all-embracing final democratic model exists. According to Pauly the impact of globalization shortens national capacities so that they become “inefficient regulators of markets that cross their borders, ..” (Pauly 2000: 4) This raises questions about the democratic legitimacy of an increasingly internationally operating government and international institutions with an indefinite and not clearly defined designation of legitimacy caused by a weak democratic proportion on a global level. Additionally one can observe a rapidly growing number of non-state actors and rising influence like TNCs and NGOs. Approaches concerning the processing of these topics are described under the wide field of “global governance”.The theoretical discussion and their discourse offer help to take a look on today’s institutionsand their problems, the role of the state and the possible implementation approaches of theoretical ideas towards a democratic form of global governance. One solution, obviously, would be a transfer of states ́ sovereignty to a regional or global level. I will concentrate on the confrontation of two basic models of democracy beyond the nationstate, the Cosmopolitan Democracy and the Deliberative Democracy. Based on different normative assumptions they have different ideas of how to create a more adequate form of governance. I will present both concepts separately followed by an all-embracing valuation and a conclusion.

The form of international regulation which dominated world politics for more than forty years has collapsed, while no alternative has yet emerged. The end of the Cold War has created new opportunities for developing an international order based upon the principles of legality and democracy. But if these opportunities are not seized, there is the danger that force will again prevail in the settings of international politics, both within Europe and beyond. The contributors to this volume offer an analysis of the contemporary conjuncture in international politics and present an alternative model of international organization: cosmopolitan democracy. This model is based upon the recognition of the continuing significance of nation-states, while arguing for a layer of governance that would constitute a limitation on national sovereignty. The case is made for the creation of new cosmopolitan institutions which would coexist with the system of states but would override states in clearly defined spheres of activity. The term democracy in this context refers not merely to the formal construction of new democratic institutions, but also the possibility of broad civic participation in decision-making and the redistribution of power at regional and global levels. The six essays which comprise this volume present a highly original overview of the key international issues of our times as well as a novel agenda for the extension of democracy on a transnational basis. The contributors are Norberto Bobbio, Luigi Bonanate, Mary Kaldor, David Held, Daniele Archibugi and Richard Falk.

Is a global institutional order composed of sovereign states fit for cosmopolitan moral purpose? Cosmopolitan political theorists challenge claims that states, nations or other collectives have ultimate moral significance. They focus instead on individuals: on what they share and on what each may owe to all the others. They see principles of distributive justice - and increasingly political justice - applying with force in a global system in which billions continue to suffer from severe poverty and deprivation, political repression, interstate violence and other ills. Cosmopolitans diverge widely, however, on the institutional implications of their shared moral view. Some argue that the current system of competing sovereign states tends to promote unjust outcomes and stands in need of deep structural reform. Others reject such claims and contend that justice can be pursued through transforming the orientations and conduct of individual and collective agents, especially states. This volume brings together prominent political theorists and International Relations scholars -- including some skeptics of cosmopolitanism -- in a far-ranging dialogue about the institutional implications of the cosmopolitan approach.
