The Department for Transport has approved expenditure of over £11 billion between 1998 and 2021 for the development of new and existing trunk roads and motorways by the Highways Agency, and just under £1.7 billion on major road schemes proposed and developed by local authorities in five year Local Transport Plans. Following on from a NAO report on this topic (HCP 321, session 2006-07; ISBN 9780102944600) published in March 2007, the Committee's report examines the steps taken by the Department for Transport and the Highways Agency to improve value for money and oversight of the roads programme and contracting methods and project management capability. By September 2006, the Agency's 36 completed schemes in the Targeted Programme of Improvement cost 40 per cent more than estimated initially, and for schemes still to be completed, latest forecasts indicate that final costs could be 27 per cent more than original estimates. The main causes for costs exceeding estimates are increases in construction costs, higher than forecast land prices and compensation to landowners, inflation and changes in the scope of the project. The report finds that the DfT has not been rigorous enough in its oversight of the Agency's delivery of major road schemes, allowing it too much latitude on delivery and cost plans, and has failed to monitor in-year expenditure against progress and delivery milestones. The Agency is overly reliant on consultants for project management expertise and needs to develop its in-house capability.

The book contains a collection of papers dealing with a range of controversial accounting issues which exercised the minds of local authority officials during the period 1909-1934 and the "solutions" embodied in the Accounts (Boroughs and Metropolitan Boroughs) Regulations 1930. The contributors to the debate were mainly local government officials and the items reproduced cover a wide range of matters such as the content of the abstract accounts; the need for standardization and an illuminating comparison of the nature and contents of municipal accounts with those of limited companies. A number of issues which received close attention from the literature during the early part of the present century were related to the growth of municipal trading undertakings (water, gas, tramways and electricity). The pricing of these services was a matter of considerable debate; questions included whether these services should be priced to generate a profit, break-even or receive a subsidy from the rates. The depreciation question and the related issues of loan periods and the need for a sinking fund receive some attention as do the growing concern of municipal debt.

The Department for Communities and Local Government worked together effectively with local authorities to ensure Council Tax support was introduced on schedule. Not all local authorities' support schemes, however, will achieve the expected objectives outlined by the Department before the policy was implemented. The Department reduced the funding for Council Tax support by 10 per cent, equating to a saving for central government of £414 million in 2013-14. Its 'localization' of Council Tax support required local authorities to design their own local support schemes. Most local authorities have reduced support for claimants to meet some of their funding reduction. Seventy-one per cent of local authorities have introduced schemes that require working age claimants to pay at least some council tax regardless of income. Most local authorities also used new powers to charge more Council Tax on some properties, such as second and short-term empty homes, to help offset the funding reduction for Council Tax support. The National Audit Office found that all of a sample of 207 local authorities had taken advantage of these additional powers, raising an estimated additional income of £178 million. The Department expects local authorities to implement schemes which protect vulnerable people and improve work incentives. The task for local authorities to meet these different objectives whilst managing their funding reduction is complex, and may require trade-offs. The Department takes the view that scheme designs are local decisions and it does not plan to intervene in local authorities' scheme choices

The focus of this report is on the voluntary or not-for-profit organisations which are charities, and other organisations with charitable, philanthropic and benevolent purposes, many of which raise funds from the public including campaign groups. The Draft Bill aims to modernize charity law, allowing many campaigning and social justice groups to attain charitable status. In England and Wales 188,739 charities are registered with the Charity Commission, with a total income of £32 billion raised by the major charities. There are 471 charities, 0.29 per cent of those registered, which represent 45 per cent of the total income, two-thirds of charities actually have an income of £10,000 or less. The Joint Committee sets out 54 recommendations and conclusions, among them are: that the Bill should include a definition of religion; that there should be an additional charitable purpose of promoting religion, racial harmony and advancement of culture; that an account should be taken of the loss of assets to a charity, if it loses charitable status; that an independent review should look at the burden of regulation that charities face; that the Charity Commission should inform the charities the reason for any investigation and that compensation and costs can be awarded against the Commission.

This study considers the feasibility of options for a new system of charging for road use in the UK, in order to make better use of road capacity and to help reduce traffic congestion. This would mean moving away from the current motoring taxation system and introducing a variable charging system depending on the level of road congestion. Issues discussed include: public attitudes, travel trends, options for national road pricing, institutional aspects of implementation, possible interim options to a national scheme, including the UK lorry road user charging scheme and local congestion charging pathfinder schemes. Amongst the report's conclusions, it finds that national road pricing is becoming feasible in the medium-term (in 10 to 15 years) and could meet the Government's objectives. However, its successful implementation requires the promotion of a greater degree of public acceptance. Although a national scheme is still some years off, a number of practical steps can be taken now in preparation, including promoting a public debate to inform and raise awareness, with research into road users' behaviour and implications for business; working with car manufacturers in the development of vehicle technology standards; and working with local authorities on introducing local charging schemes to tackle congestion problems.
