The East Asian financial crisis in summer 1997 highly threatened the stability of the whole international monetary system. The International Monetary Fund (IMF) as an international institution being in charge of stability of international financial and monetary system could not restore stability in Thailand and financial distress engulfed much of the region. The IMF is criticized that it precipitated the crisis. This paper analysis the communication strategy and policy of the IMF demonstrated in Thailand. In particular, in a context of the IMF announcement s impact on the foreign exchange market and behavior of speculators. With the extension of the experimental investigation and on the basis of overall analysis of theories and empirical evidence, this paper suggests that the IMF s program announcement made at a mid of the crisis could contribute to the coordination of speculative attacks and thus, deepen instability.

This Financial System Stability Assessment paper on Singapore highlights the attractiveness of Singapore as a financial center is underpinned by strong economic fundamentals, sound economic policies, and a sophisticated financial oversight framework. The financial system is exposed to global and regional macrofinancial shocks through significant trade and financial channels but appears resilient even under adverse scenarios. However, banks’ US dollar liquidity is vulnerable to stress conditions. Fintech developments so far have focused on partnerships with existing financial institutions and do not appear to contribute significantly to systemic risk. Singapore authorities should continue to enhance its strong oversight of the financial system. Strengthening the framework for resolution and safety nets, namely by devoting more resources to the Monetary Authority of Singapore (MAS)’ Resolution Unit; and enhancing the oversight of MAS Electronic Payments System by ensuring more staffing resources are two other important areas for action.

The Monetary Authority of Singapore (MAS) has a long-standing policy of controlling bank lending in Singapore dollars to nonresidents and to residents who use the funds outside Singapore. While the control may prevent the internationalization of the Singapore dollar and contain exchange rate volatility, it can hinder the deepening and widening of the financial markets in Singapore. This paper suggests three policy options that would allow traders and investors to borrow Singapore dollars without any restrictions, while making it costly for speculators since their activities can cause exchange rate volatility which arguably imposes external costs to society.
