This book considers the increasing trend towards a ‘culture of control’ in democratic countries. The post-9/11 counter-terrorism laws in nations such as the USA, the UK, Canada and Australia provide a stark demonstration of this trend. These laws share a focus on the pre-emption of crime, restrictions on the right to liberty of non-suspects, limited public access to information, and increased community surveillance. The laws derogate, in many respects, from the ordinary principles of the criminal justice system and fundamental human rights while also harnessing public institutions in the broader project of prevention and control. The 9/11 attacks revealed that the transnational terrorist threat facing the US and its partners was far more dangerous than most had previously discerned. It was now clear that al-Qaeda intended to, and could threaten the West’s – particularly the US’ – political and military leverage, with the aim of shifting the balance of power from the West to Islam after a violent global confrontation. In that sense, the new terrorist threat is strategic, and it has led to a worldwide mobilisation comparable to that required by a world war. This Paper argues that prevailing in the ‘war’ on terror, much like victory in the Cold War, entails containment, deterrence, outperformance and engagement. Military power is secondary to intelligence, law enforcement, enlightened social policy and diplomacy. Diplomatic engagement with the larger Muslim world is paramount as a means of denying al-Qaeda not merely recruits but the‘clash of civilisations’ it seeks. The US-led intervention in Iraq, though intended to introduce democratic reform in the wider Middle East, has so far antagonised Islam and strengthened Islamist terrorism. This suggests that coercive or aggressively ideological diplomacy is unlikely to win over an Islamic population biased by anti-Western propaganda. Successful Western diplomacy will have to be discreet, nuanced and incremental.

This book examines the role of terrorist innovation and learning in theory and practice, and in the context of three specific EU case-studies. It is often said that terrorist groups are relatively conservative in character operating in a technological vacuum – relying almost exclusively on bombs and bullets. This observation masks increasing complexity and creativity and innovation within terrorist groups and one of the most distinguishing features of al-Qaeda’s terrorist operations is its propensity for remarkable innovation. This book examines how and why terrorist groups innovate more generally and al-Qaeda-related terrorist plots in Europe more specifically. The starting point for this book was twofold. Firstly to examine the issue of innovation and learning more generically both in theory, within specific themes and within the context of al-Qaeda’s influence on this process.
