In recent correspondence to the Army Chief of Staff, it has been pointed out that the modern guerrilla phenomenon is consistent with the historical trend of dispersion to avoid the effects of fire. While this is tactically a sound view, it lifts the battlefield out of context. In the overall view of the war in which guerrilla battles take place, the participation of the population is consistent with the historical trend of growing effectiveness of modern techniques for mobilizing the energies of a people for war. The tactical and strategic phenomena produced by the "wars of national liberation" are understandable only in the context of two opposed ruling structures attempting to mobilize the same population rather than each mobilizing their separate peoples. It is the process of mobilizing people that constitutes insurgency. The thrust of this study is that the U.S. Army, in addition to improving its capability to fight guerrillas, can and should develop a capability for participating in the totality of the wars of national liberation.
