This study analyzes the use of airpower against enemy ground forces. Maj Scott G. Walker assesses current doctrinal definitions of the close air support and interdiction missions as seen by the Air Force and Army, comparing and contrasting the two. In chapter 2 Major Walker examines a typical modern field army, analyzing the various parts of combat and support forces for criticality and vulnerability to air attack. Chapter 3 examines the desired operational effects and tactical results. This examination includes the questions of enemy actions, congruence with overall strategy, and the tactical problem of finding, idenhfing, striking, and assessing damage to the target. Operational level combat assessment is also discussed. In chapter 4 Major Walker examines the historical development of combined arms warfare and current Army doctrine regarding forms of maneuver, attack, and defense, highlighting areas where a particular ground scheme of maneuver is best supported by a particular air mission, or by air attack on a specific target set. Chapter 5 briefly reviews four case studies in attack aviation, ranging from World War One to the Vietnam War. The final chapter is a recap of the top-to-bottom analysis process, including a graphic depiction of the author's counterland analysis framework. The themes that recur throughout are the need for planning to remain flexible, using the speed and firepower of air attack to concentrate force where needed, and the requirement for good operational and tactical intelligence.

The services of the United States Military have made great progress in developing doctrine that fosters improved integration. Air Force Counterland doctrine is an example of this dedication to developing a fully integrated force. Counterland: air interdiction (AI) and close air support (CAS) . Recent historical analysis shows that although AI and CAS missions have been effective on the battlefield, Al and CAS do not fully describe the actual employment of air power. Counterland doctrine is inherently flawed and fails in its design to integrate air power with maneuver warfare. The inclusion of the direct attack (DA) mission into counterland doctrine will correct the doctrinal flaw and will help to further define the relationship between air power and maneuver warfare.

Although airpower capabilities have improved dramatically in the past decade, the joint warfighting potential offered by these capabilities is not being fully realized. Service transformation efforts and lessons learned during combat operations in Afghanistan and Iraq highlight doctrinal and technical issues with air and ground integration. The authors propose several alternative options for improving the effectiveness of air and ground fires and maneuver. To compare the potential effectiveness of the options, they develop a methodology that models the essential counterland air-ground interactions under discussion, based on a scenario that focuses on the disruption of enemy ground force maneuver. They suggest a new joint warfighting concept that has design elements specifically put in place to enhance the prioritization and synchronization of joint fires and maneuver. This concept offers important benefits and significant added flexibility for employing joint forces to achieve the commander's objectives across the entire theater.

Recent operations in Afghanistan and Iraq have reawakened interest in counterland operations. One battle in particular, Operation Anaconda in Afghanistan, sparked a heated debate between the Air Force and the Army about the conduct of close air support (CAS) and led to new efforts to improve the integration of air power and ground power prior to Operation Iraqi Freedom. Although these efforts were quite successful, there is growing recognition by both airmen and soldiers that air-ground cooperation is increasingly important and that additional steps must be taken. This report seeks to help the Air Force engage the Army in a constructive dialogue on this issue. In particular, it addresses three policy questions: (1) How should air attack and ground maneuver be integrated? (2) How should the CAS terminal control function be executed? (3) How should ground maneuver/fires and air attack be deconflicted?

The changed strategic landscape of the 21st century has driven a shift to more flexible, adaptable capabilities across the spectrum of conflict. Operations in Iraq and Afghanistan have demonstrated the validity of team warfare between air and land forces during open hostilities with an enemy. The time has come for innovative counter-air and counter-land concepts focused on medium- to large-scale conventional combat operations that will merge air and ground forces even more effectively into a single potent fighting force. Such is the focus of AirLandBattle21. A basic assumption in this study is that, during major combat operations, a relevant number of Brigade Combat Teams (BCTs) will conduct distributed operations in a non-linear, non-contiguous and geographically separated fashion. The study introduces a flexible counter-air framework that allows for the most efficient use of limited air assets and advocates only the necessary levels of air control in different areas across the theatre. The study also offers alternative views of strategic attack and explores the critical role tactical airlift will play in employing and sustaining the brigade combat team.
