This 2009 Article IV Consultation highlights that following the adverse impact from the global economic and financial crisis, there are signs of a nascent recovery of the Philippine economy. Growth is expected at 3⁄4 percent in 2009 and to recover to about 31⁄4 percent in 2010. The recovery will likely be led by private consumption as confidence strengthens and remittances pick up further. Investments and exports are also expected to benefit from the global recovery. Risks to the near-term outlook are broadly balanced and sensitive to the global growth outturn.

The Thai economy has demonstrated its strength in its rapid rebound from the global crisis. But the loss of its former dynamism has slowed trend growth and left it largely dependent on exports. Executive Directors encourage an infrastructure-led growth strategy to make a difference to Thailand’s medium-term outlook. The significant obstacles to this strategy is that large infrastructure projects are particularly complex, with difficulties at the design, contracting, and implementation phases. An infrastructure-led growth strategy would also require budgetary resources and strengthening the medium-term fiscal framework.

Russia and Kazakhstan remain key trading partners and the main source of remittances for the Kyrgyz economy. Directors have commended the authorities on their prompt response to the crisis including a strong performance under the exogenous shocks facility arrangement. Directors have also welcomed the large financial support provided by the Russian Federation and the authorities’ commitment to use this support in a medium-term budget framework.

Given the enormous economic and developmental changes being experienced by nations in the Asia-Pacific region, and the related movement of people between and across countries, it is critical that we better understand the HRM policies and practices of these nations. The latest instalment in the Global HRM series, Managing Human Resources in Asia-Pacific (2E) presents the HRM situations in a number of South-East Asian and Pacific Rim countries, highlighting the growth of the personnel and HR function, the dominant HRM system(s) in the area, the influence of different factors on HRM, and the challenges faced by HR functions in these nations. This edition extends its coverage to Cambodia, Fiji, Indonesia, and the Philippines; a new chapter discusses HR research challenges in the region, such as the transferability of western constructs, problems with data collection, and the emergence of MNEs from Asia Pacific.
