In the report of the Commissioner of Education for the year 1914 is the statement that so far as the-number of secondary schools is concerned the great majority are undoubtedly continuing traditional activities without consideration of the needs the pupils or the results actually obtained. This same assertion can be made today of many high-schools, but not of so many as in 1914, for happily, many of the high schools have within the past few years broken away from some of the traditional practices to which the Commissioner of Education referred. More schools are planning programs of study that consider the present and future needs of the high school boy and girl and they are giving more attention to the results actually obtained. The small secondary school is gradually ceasing to be a mere college preparatory school, yet the program of studies in many of these schools is still based wholly upon the entrance requirements of certain colleges. The program of studies in many school systems, especially city school systems, has been organized so as to include six years of secondary-school work, divided into two administrative units of three years each, the one unit known as the junior high school and the other as the senior high school. The reorganization of the schools on this plan is the outstanding achievement in secondary education within the past few years, although much remains to be done to perfect the reorganization. This bulletin, divided into the following chapters, goes on to describe additional developments in secondary education during 1921 and 1922: (1) Introduction; (2) Growth of public high school; (3) Supervision; (4) Teaching Staff; (5) Vocational education; (6) Homogeneous grouping; (7) Supervised study; (8) Pupil self-government; (9) Extracurricular activities; (10) The small high school; and (11) The junior high school.
